Project Accountant

The Community resilient to natural disaster projects (CRND project) has been implementing in An Giang, Long An and Dong Thap from August 2005 up to the end of June 2011. The CRND is seeking experienced and qualified Vietnamese candidates for the positions as Project Accountant

Position information:

Position title: Project Accountant
Reporting to: Project Manager
Contract period: up to the end of June 2011
Base in: Long Xuyen city- An Giang province with travel to project sites as required

Project information:
The project purpose is building sustainable community and household resilience to floods in highly flood prone, inland areas of the Mekong Delta, especially in An Giang, Long An and Dong Thap province through 3 main components following: (1) Strengthen capacity in hazard impact reduction, emergency response and recovery through appropriate mitigation and preparedness planning and training; (2) Expand sustainable locally income generation opportunities and (3) Effective and Efficient Project Coordination and Management.

Summary of Job
The Project Accountant will assist the Project Management Teams with key financial and administrative tasks of the whole project activities as well as field based activities with partners. This position will be based in Long Xuyen city of An Giang province with occasional travel to the provinces as required.

Main Duties:
a) Undertake daily financial duties such as managing petty cash, preparing payment vouchers, handling advances and acquittals
b) Reviewing of payment vouchers and supporting documentation to ensure compliance with CARE’s financial guidelines
c) Prepare monthly financial transaction report
d) Ensure that Project Assets Register and Furniture, Fixtures and Equipment Inventory is regularly updated
e) Assist Team Leader/Project Manager (and other team members) of the project to prepare project monthly, quarterly and yearly financial plans and cash forecasts
f) Assist the Team Leaders and Project Managers in monitoring and evaluation of the project, especially with regards to the financial management and reporting of Project Partners
g) Assist with the capacity assessment of financial systems and staff of implementing partners at the district and commune level.  Provide financial orientation, training and other capacity building support to partners and CARE staff as required.
h) Report to the Project Managers, Team Leaders or other senior officer any issues of financial irregularity
i) Assist with any audits that may be undertaken or requests for financial information
j) Backstopping / supporting field visits to the project area as required
k) Other duties and general assistance as required by the Project management teams

Selection Criteria:
a) University Degree in Accounting or Finance or relevant degrees.
b) Minimum of 2 years working as an Accountant/Administration Officer.
c) Experience using computer software (Excel, Word, PowerPoint)
d) Fluency in written and spoken English and Vietnamese.
e) Ability to work effectively as a team member and with minimal supervision.
f) High level of commitment, honesty and flexibility.
