Project Accountant

Position: Project Accountant
Contract: up to Sept 30, 2010

Project information
The Provincial AIDS Committee (PAC) and Médecins du Monde France have been implementing the project “Care and support for support for people living with HIV/AIDS” (including access to antiretroviral treatment) in District 6 of Ho Chi Minh City since 2005.

In the framework of this project Médecins du Monde supported OPC delivers a set of essential services to HIV affected and infected children. Those children are family members of some of the 2000 people living with HIV registered in the OPC. Their needs have been assessed and related services provided by the Home Base Care team. Those services mainly include:
Primary health care and nutrition support
Psychosocial support
Educational support

Other identified needs such as safety or protection are covered through referral to specialized  institutions. 
As the end of September 2009, 438 children (including 16 HIV positive and 291 residing in D6) benefited from the project.
General duties
The Project Accountant will be overall responsible for project accounting in line with regulations and procedures of both MdM and donors. In addition, the Project Accountant may be given additional administrative tasks as assigned by the Project Management team, if necessary

Specific tasks and responsibilities:
1. Assist the Project Team in administration of project funds. This includes budgeting for monthly work plan, cash management and disbursements, monitoring expenses of responsible parties, supporting documents for disbursements.
2. Prepare reports on project expenditures in line with MdM procedures;
3. Encode and keep the projects accounting books as per MdM regulations including Cash Receipt, Invoice, General Ledger and other accounting books in meeting requirements for internal and external project audits
4. Assist the Project team in all activities relating to project procurement and contracting procedures. This includes but not limits to preparation of request for quotation, request for proposal, purchase order, and documents required by MdM

Qualifications:
- University degree in Finance and Accountancy;
- Experience in project accounting and budget administration with a minimum of one year hands-on experience;
- Good command of English,
- Experience and/or familiarity with project financial management practices would be an asset;
- Excellent computer skills, especially Excel, Word, and
- Able to work under work and time pressure.
