Project Assistan

The International Organization for Migration (IOM) is the leading international intergovernmental organisation working on the issue of migration and mobility. IOM’s programme, both globally and in Vietnam, includes working with labour migrants, international and internal migrants, women who have been trafficked, and people returning from having been smuggled and trafficked.
The IOM Mission in Hanoi is seeking the services of a Project Assistant (Vietnamese National) for its office (all inclusive local contract, un-graded, 6months with the possibility of  renewal)

General Functions:
Under the general supervision of the Chief of Mission, and under the direct supervision of the Senior Programme Development Officer, the Project Assistant will be responsible and accountable for the implementation of project activities, especially projects funded by the EU in the areas of trafficking and violence.

Responsibilities will include the following:
- In collaborations with supervisors, provide technical support to EU-funded projects implemented by IOM Viet Nam.
- Establish and maintain close working relationships with relevant staff of implementing partners and project donors in Hanoi and/or Ho Chi Minh City
- Work closely with project partners to monitor project activities and generate necessary progress reports based on donor requirements for EU-funded projects on trafficking
- Attend project activities, such as self-help group meetings, training workshops,  review their plans and meeting minutes to provide technical inputs
- Provide technical support, for project planning and implementation, to the project partner
- Prepare, review and finalize the project agreements, detailed budgets and work plans
- Support project activities with relevant consultants by preparing and completing terms of reference, identifying qualified consultants, and preparing the consultant contract. Following the consultancy; to review the consultant’s work and report, and complete the consultant evaluation
- Make payment requests for project spending, monitor incurred expenses against approved budget, and work closely with project book-keeper to track project expenditure
- Provide regular updates to the Chief of Mission and Senior Programme Development Officer on project implementation
- Support project development by providing ideas based on community needs and providing input to project proposal development
- Other tasks within the incumbent’s capacity as identified by the Chief of Mission and the Senior Programme Development Officer

Desirable Qualifications:
Education required
University degree, preferably in public policy, communications, international development or a combination of equivalent training and experience.  Tertiary education in management an advantage.

Technical Competencies required:
- Professional experience in project planning and administration.
- Good planning and monitoring skills; ability to plan and organize projects, including financial and administrative management.
- Good conceptual and analytical skills; Good knowledge of migration issues in Viet Nam, especially with respect to trafficking.
- Ability to work effectively and harmoniously with other colleagues from varied cultures and professional backgrounds.
- Good level of computer literacy.
- Thorough oral and written communication skills in English
