Project Assistant

Title of Position        :  Project Assistant (IOM Vietnam work title: “Project Officer”)

General Functions:
Under the general supervision of the Chief of Mission, and under the direct supervision of the Senior Programme Development Officer, the Project Assistant will be responsible and accountable for the supervision of project activities, especially projects funded by PRM and the EU in the areas of trafficking and violence, and in assisting in the development of new projects.

Responsibilities will include the following:
- Work closely with project partners to monitor project activities and generate necessary progress reports based on donor requirements
- Attend project activities, such as self-help group meetings, training workshops,  review their plans and meeting minutes to provide technical inputs
- Provide technical support, for project planning and implementation, to the project partner
- Prepare, review and finalize the project agreements, detailed budgets and work plans
- Support project activities with relevant consultants by preparing and completing terms of reference, identifying qualified consultants, and preparing the consultant contract. Following the consultancy; to review the consultant’s work and report, and complete the consultant evaluation.
- Make payment requests for project spending, monitor incurred expenses against approved budget, and work closely with project book-keeper to track project expenditure.
- Review information and documents from the global gender network and share the relevant gender information among the program team as Gender Focal Point.
- Provide comments to documents and information from the global gender network as Gender Focal Point.
- Be responsible for the Gender Mainstreaming Consultancy and activities for the organization.
- Provide gender-related technical support to IOM staff.
- Attend Gender PCG meetings, get involved in the UN meetings and joint-program activities.
- In collaboration with supervisors, develop and maintain partnerships with relevant stakeholders concerning the above, including government, donors, other international organizations and NGOs.
- Provide regular updates to the Chief of Mission and Senior Programme Development Officer on project implementation.
- Support the Programming, Project Development and Implementation Unit and Development Officer/Advisor in defining program direction and strategies.
- Support project development by providing ideas based on community needs and providing input to project proposal development.
- Other tasks within the incumbent’s capacity as identified by the Chief of Mission and the Senior Programme Development Officer.

Desirable Qualifications:
Education:
- University degree in Social Sciences, or Business Administration or alternatively an equivalent combination of relevant training and experience.
- Work experience and technical competencies:
- At least three years of professional experience in project planning and administration.
- Experience with working with Victims of Trafficking (VoTs) and familiarity with the reintegration process of VoTs is strongly desirable.
- Excellent planning and monitoring skills; ability to plan and organize projects, including financial and administrative management.
- Good conceptual and analytical skills; Good knowledge of migration issues in Viet Nam, especially with respect to trafficking.
- Ability to provide professional leadership and guidance to organizational staff and external consultants in his/her area of expertise.
- Ability to work effectively and harmoniously with other colleagues from varied cultures and professional backgrounds.
- Proficient in Microsoft Office and other related technical specialized software.
- Excellent oral and written communication skills in Vietnamese and English are essential.
