Project Assistant

Chemonics International, a global development firm based in Washington, DC, seeks a Project Assistant for the USAID HIV Workplace Project in Vietnam to help prevent HIV infection among high-risk individuals and to provide employment opportunities and services for people living with HIV/AIDS and other high-risk individuals.

Background
From 2008 till 2013, Chemonics is contracted to implement the HIV Workplace Project, which on reaching workplace settings with a high proportion of HRIs and Most At Risk Populations (MARPs), particularly Injecting Drug Users (IDUs) and Female Sex Workers (FSWs) in 7 PEPFAR focused provinces (Ha Noi, Hai Phong, Quang Ninh, Nghe An, HCMC, An Giang, and Can Tho). The project combines the development of workplace policies, delivery of supportive health and social services, and economic rehabilitation for HRIs.

The workplace environment offers a structured setting to reach adults at risk with critical information and health and social services through on site delivery as well as referrals. Several workplace settings; such as, the entertainment business and other sites where workers are far from home, may create conditions for risky behaviors. In addition, HRIs returning from rehabilitation centers are at risk for relapse without supportive environments, such as work and services.

Principal Duties and Responsibilities

Strategic responsibilities
1. To collaboration with local partner, including beneficiary groups, worksites, and support services.
2. Provides technical for implementing activities in collaboration with local partners.
3. To implementation of the project in compliance with provision of the Project Contract.

Technical responsibilities in the area of HIV and Workplace Policy Programming:
1. Work in both Vietnamese and international organizations based on participatory approach, and coordinate activities among organizations related to the project.
2. Following and develop ideas on integrating and using academic research to improve the program performance
3. Design TORs for workshops and trainings, including curriculum development, and estimated budgets (after identifying existing workshops and trainings currently available in Vietnam to avoid duplication of efforts)
4. Participate and provide administrative support workshops, trainings in areas of HIV/AIDS activities and workplace policy
5. Follow up a methods and conduct data collection for assessments, studies, surveys and M&E
6. Together with the HWS monitor program and project activities related to HIV and Workplace area
7. Write documentation, including work plan, success stories, assessment report, and progress and M&E reports for internal and external use.
8. Estimate budgets for activities based on proposals and on discussions with counterparts using participatory methods.
9. Be in charge of development and implementation of condom social marketing program.
10. Travel outside Hanoi when needed

Operational Responsibilities:
1. Keep track of plans and reports related to projects and programs, keeping program and project administration in order
2. Visit technical meetings and workshops related to the responsible areas
3. Translate and/or supervise translation and distribution of documents
4. Share experience, knowledge and skills with other staff members and support a university level intern who will give administrative support to the program
5. Other tasks when needed.

Qualifications
- University degree in public health, education or relevant area.
- At least two years experience working in HIV prevention area.
- Good English writing and general communication skills.
- Advanced computer skills.
- Ability to be a strong team player.
- Ability or willingness to communicate and work with people from diverse socio-economic and cultural backgrounds.
- Excellent and demonstrated organizational skills, attention to detail.
- Ability to perform well with minimal supervision.
- Present a professional demeanor and exercise professional judgment.
- Ability to prioritize work assignments; capable of making decisions which will foster timely work completion.
- Willing and ability to travel domestically

Reporting
The administration staff will report to the HIV and Workplace Manager.
