01 Project Coordinator “On enhancing the formulation and implementation quality of poverty reduction policies for ethnic minorities and mountainous areas”
Officially providing ODA to Vietnam since 2007, Ireland has made active contributions to Vietnam’s development progress. The Country Sponsoring Policies of Irish Aid (IA) in Vietnam for 2007-2010 has the overall objective of “enhancing and facilitating poverty reduction, equality and reduction of vulnerability in Vietnam”. To realize the objective, Ireland has paid attention not only to provide direct supports to Poverty Reduction Programs in Vietnam, but also to residential areas of ethnic minorities. Currently, IA is among the key financial sponsors for P135 with the total commitment for 4 years (2007-20019) of 30 million Euros. Besides, at the national level, Ireland has provided supports to Poverty Reduction Support Credit Program (PRSC) and P135-II. Ireland is one of eleven development support partners for PRSC. Through PRSC, donors have reached an agreement with the Government of Vietnam on a series of actions to improve policies in the four key fields: business development, strengthening social participation, state administration and natural resources.
Project “On enhancing the formulation and implementation quality of poverty reduction policies for ethnic minorities and mountainous areas” has provided supports to CEMA by Ireland with a desire to build policy making and analyzing capacities for State management agencies on poverty reduction in ethnic minority areas in order to ensure the sustainability of donors’ efforts in poverty reduction, which will be quickly transferred into support policies for ethnic minority areas in a long-term and strategic manner.
The key objectives of this Project are as follows: Contributing to improve effectiveness and validity of making, managing and implementing poverty reduction programs and policies for ethnic minority areas in Vietnam in order to reduce the gap in criteria and living conditions between ethnic minorities and plain areas; Enhancing capacities for CEMA staff and other local agencies involved in poverty reduction to best implement poverty reduction policies for remote, inland and ethnic minority areas; Formulating a Strategic Framework on Poverty Reduction which will be surveyed and designed based
on scientific basis, available evidences and participation of other stakeholders to improve the effectiveness of poverty reduction policies and programs for ethnic minority and mountainous areas.

The project is now seeking for qualified candidate for the position of Project Coordinator to work in the Project Management Unit Office of CEMA (together with other UNDPP technical assistance projects)
