Project Manager; Monitoring and Evaluation Officer

The Viet Nam Union of Science and Technology Associations (VUSTA) is one of the biggest Non-Governmental Organizations in Vietnam.  VUSTA was established in 1983 and has independent legal status.  It has a national wide network with 68 central science and technology associations, 55 associations in provinces and cities.  VUSTA has given legal status to over 250 NGOs including those that work in the field of HIV prevention, care and support. 
The Global Fund to Fight AIDS, Tuberculosis and Malaria (“the Global Fund” or “GFATM") was established in January 2002 to dramatically increase global financing for interventions against the two HIV/AIDS and Tuberculosis pandemics and the Malaria endemic. The Viet Nam Global Round 9 (GF-9) is Viet Nam’s first dual-track (Government Track and Civil Society Track) financing proposal that involves civil society in the national response to HIV/AIDS.  The Viet Nam Administration of HIV/AIDS Control (VAAC) of the Ministry of Health and VUSTA are the two Principal Recipients (PRs) of GF-9. 
VUSTA will work principally with three Sub-Recipients (SRs): the Community Health and Development (COHED), Pact Viet Nam and the Institute for Social Development Studies (ISDS) to cover services and program management in ten provinces by civil society partners.  The project is expected to run for five years starting January 2011.

They are seeking two talented national individuals to join their dynamic Global Fund Project Management Unit in Ha Noi.

1. Project Manager (PM), VUSTA Global Fund Project Management Unit 

Position Description
The Project Manager works under the Project Vice Director to supervise and coordinate the VUSTA team.  S/he will work in close collaboration with the Finance Manager to manage the grant funds and contracts systems for VUSTA to ensure sub-grant administration and monitoring compliance of SRs with overall rules and regulations of the Global Fund.  S/he will serve as the focal point for technical assistance and internal capacity building.  The Project Manager will play a critical role in project oversight, subrecipient management and communication.

Desired qualifications, skills and qualities:
- Masters degree in public health, business administration, or a related social science
- At least 2 years experience in program management
- Substantial experience in program, financial and personnel management
- Experience with program planning, implementation, monitoring and evaluation
- Experience in organizational representation and maintenance of donor and government relations
- Ability to develop capacity of staff through mentoring, training, trouble shooting, and consultation
- A strong team player with excellent interpersonal skills
- Experience working in an NGO and/or government context is a strong plus
- Prior working relations with VUSTA’s partner Ministries, Departments, Associations, Organizations such as MOF, MOFA, Vietnam Youth Unions, Vietnam Women’s Unions, etc. is a strong plus 
- Prior working relations with VUSTA’s SRs, CSOs and community-based organizations (CBOs) is an asset
- Familiarity with the full continuum of HIV/AIDS prevention, care, and treatment programming is an advantage
- Team spirit, flexibility, commitment, and the belief that no task is unimportant
- Willingness to learn & ability to absorb new material quickly
- Advanced spoken and written English.

2. Monitoring and Evaluation Officer (M&E Officer), VUSTA Global Fund Project Management Unit (PMU)
Position Description
Reporting to the Project Manager, the M&E Officer is expected to provide leadership in the design and implementation of monitoring, evaluation and reporting systems to ensure that VUSTA and SRs provide compatible and quality data supportive of project and donor requirements. The M&E Officer is responsible for developing and implementing methodologies and standards (in line with government and donor requirements) for monitoring and evaluating project activities and improving data quality. In addition, s/he will also develop presentations and written reports based on findings.

Desired Education, skills and qualities
- Masters preferred in social, behavioral or health sciences with practical experience in developing and implementing, monitoring and evaluation activities, preferably in the HIV/AIDS sector;
- Minimum of 5 years of relevant professional experience in monitoring and evaluation, including data quality management, data verification, data collection and analysis;
- Familiar to health system in Vietnam including  HIV/AIDS services and network of civil society organizations;
- Experience supporting the reporting requirements of major governmental HIV/AIDS funding sources is an asset, such as the U.S. Government or other bilateral donors, and/or the UN;
- Experience supporting civil society organizations (local NGOs, CBOs);
- Experience with monitoring, evaluation and research design, data collection and analyses, indicator construction, curriculum development and relevant computer software, i.e. database programs, qualitative and quantitative data analysis software;
- Ability to work independently, take initiative and manage a variety of activities concurrently;
- A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment;
- Ability to communicate technical issues effectively and persuasively;
- Fluency in English for day-to-day communications;
- Excellent writing and presentation skills;
- Demonstrated ability to transfer knowledge through training and mentoring;
- Demonstrated ability to manage multiple projects effectively, think analytically and take initiative in solving problems;
- Demonstrated skills in fostering collaborative relationships across multiple organizations.
