Project Information
Rural Water and Sanitation Capacity Building for Households Affected by Poverty (WatSanCB) is a 3-year, DFID funded project that provides an innovative approach to water, sanitation and land rights capacity building in poor villages in Kien Giang Province.  It will increase the number of poor households who invest in secure water and sanitation facilities by building the capacity of appropriate government entities, supporting hygiene and sanitation behavior change, establishing integrated village level water and sanitation plans, and promoting awareness of land use rights.  Better access to water, sanitation and secure land will improve the health and productivity of poor rural men and women and contribute to a sustainable reduction of poverty in the target communities.

Job Summary
The Project Officer is responsible in communicating, training, reporting and monitoring activities of the WatSan CB project. The IEC Project Officer will work closely with Project Manager, partner organizations and other project staff to maintain project activities. S/he will be based in the Habitat Resource and Training Centre in Rach Gia City, traveling on a regular basis to the various project’s sites in Kien Giang Province.

Key areas of responsibilities:

1. IEC implementation and campaign
a) Assist in planning and producing IEC material in coordination with project team, partners and relevant organization
b) Ensure that behavior change campaigns on WatSan are implemented in line with the project document
c) Ensure that implementation of the project is in line with the Project proposal and all relevant Habitat for Humanity Vietnam values, mission principles and guidelines
d) Supervise and monitor the IEC activities delivery in the field
e) Work with partners and project on day-to-day activity implementation
f) Carry out all day-to-day livelihood activities in close collaboration with local partner including preparing and implementing activity work plans;
g) Contribute lessons learned and material for public information from the project
a) Ensure HFHV’s values, principles and guidelines are implemented properly
b) Assist project monitoring report and assist Project manager in preparing activity plan
h) Provide inputs to project monitoring and evaluation system
i) Facilitate and promote capacity building amongst project partners
j) Contribute lessons learned and material for public information from the project
k) Keep updated on events, news, legal and institutional changes and new approaches relating to the project
l) Develop working relationships with formal and informal community leaders, establish links to community organizations/ groupings, partners and scheduling
m) Assist environment within the centre that allows for individual and community wide discussions on water, sanitation and land issues

2. Capacity building
a) Provide capacity building development support to local partners in WatSan IEC
b) Assist to increase the capacity of commune and district officials through their involvement in training activities;
c) Assist in the formulation of project capacity building plans for the local authorities
d) Assist in the establishment of a participatory monitoring system to access feedback from beneficiaries and local villages and document lessons learned.
e) Support Water and Sanitation activities and campaigns to coordinate and conduct training for local authorities and community representatives to facilitate the establishment of WatSan Committee (WSC) and processes in villages and support regular meetings
f) Provide technical support, advice and training to partners for improvement of water and sanitation behaviour changes
g) Maintain a close working relationships with the HFHV project team in all project activities

Experience requirements
1. This position for the Vietnamese national with a University or College graduate in a related field with good communication in Vietnamese and English skills;
2. Willingness to travel regularly  within  Kien Giang Province  and  to  other provinces on an occasional basis
3. At least 3 years of experience in a similar position with an international organizations or NGO and local government entities. In addition, candidates with the following competencies are preferred:
- Previous work experience in the development
- Experience of working with or in the media or other communication field
- Knowledge of media networks
- Excellent communication skills
- Good written and spoken skills in English and Vietnamese
- Good computer skills
4. Ability to work independently and in a team with demonstrated working style
5. Demonstrated ability to work in a multi-cultural environment, and to work effectively with local partners

Annual or project specific job plans will be developed with supervisor and management team will objectively guide and serve as assessment tool for regular (3-6 months) performance assessments and formal annual or end of contract performance appraisals.
