Project Officer

CESVI is an Italian NGO who has been working in Vietnam since 1991 with projects in the sectors of health, nutrition, rural micro-finance, water and sanitation, and education.

CESVI is seeking a qualified and enthusiastic Vietnamese National for ONE Project Officer Position
To be based in Hai Phong.

The Project Officer will assist in the implementation of a European Union funded project “The Positive Living Centre: Creation of HIV/AIDS and RH comprehensive one-stop centre model and facilitation of capacity building of referral systems between non-state actors in Hai Phong Province, Vietnam.” This project is in partnership with Community based care and support centre of health and HIV/AIDS prevention (HHCSC), a Vietnamese NGO based in Hai Phong.

This is a new, dynamic and ground-breaking project that will see the creation of a best-practice model for a one-stop centre, branded as “The Positive Living Centre” (PLC).  The Centre will be established in Hai Phong offering services for Voluntary Counselling Testing, STI treatment and regular check-ups as well as receive psychological counselling, adherence counselling and nutritional advice. Even though it is aimed at all sectors of society the Centre will concentrate its intervention to support vulnerable groups and facilitate their access to services, advocacy opportunities and empowerment. Vulnerable groups and wider public will also be able to access the Centre, receive support or be referred on to other services and actors in the area which respond to their needs.
In the broader panorama of Hai Phong, the Centre will provide a base for HIV related actions in the province and create a focal point for outreach activities of all actors in the province as well as create a focal point for consultation. It will also be the starting point for the referral network that will coordinate all actors providing HIV prevention and control in the area and will coordinate all activities related to this.

Job summary
- The successful candidate will assist the Programme Manager in the development of the appropriate project plans and strategies; and the implementation, monitoring, reporting and evaluation of all on-going activities, including financial management.
- The project officer is responsible for insuring effective project implementation and achieving project objective in close coordination with partners.

Key accountabilities
- Work in close collaboration with CESVI programme manager to ensure the effective implementation of all project activities according to the work plan approved by donors and partners
- Work with the local authorities and related technical departments in the province for planning, monitoring and supervision of project supported activities.
- Comply with all relevant CESVI policies and procedures.
- Monitor, evaluate and analyse project progress and achievement against objective, indicators and make necessary adjustments ensuring corrective actions are taken, in close collaboration with CESVI programme manager.
- Promote and support target groups’ active participation in the project activities.
- Ensure effective monitoring and reporting of activities including qualitative and quantitative data. Report to the programme manager, and take necessary action.
- Produce internal reports regularly in a timely manner.
- Contribute to programme designing, proposal development and donor reports as required.
- Participate in monitoring and evaluation of the impact of the interventions.
- Maintain good relationship with state and non-state actors at the provincial level in order to advocate for the project activities and network creation and implementation
- Contribute to wider programme development initiatives. Actively participate for networking and experience sharing in internal and external inclusive education networking/working groups.

Person specification
- University degree or equivalent in social sciences or other relevant substantial field experiences.
- Experience/knowledge on project management is essential.
- 5 years experience in project implementation in related issues, preferably in NGOs or INGOs.
- Proven track record developing and managing budgets.
- Good interpersonal skills with ability to communicate effectively at all levels.
- High team work spirit.
- Ability to organise and coordinate complex activities within interrelated schedules and timelines, to demonstrate sound judgment, task orientation.
- Excellent English and Vietnamese written and oral communication skills.
- Good communications and liaison skills.
- Political awareness.
- Computer literacy.
- Ability and willingness to travel.

TERMS AND CONDITIONS
This appointment is a one-year contract with possible extension with an initial three months probation.  The position in based in Hai Phong. CESVI will not take financial responsibility for rent or relocation of the successful candidate.
Start date:     April 2010
Travel:     This post will be based in Hai Phong with frequent travels.
