Project Officer

CARE in Vietnam is looking for an experienced and qualified Vietnamese individual to fill the position of Field monitoring, Analysis and Reporting Project Officer for its two projects funded by the Disaster Preparedness program of the European Commission’s Humanitarian Aid department (DIPECHO): the Joint Advocacy Network Initiative and the Disaster Risk Reduction in Thanh Hoa and Quang Tri provinces.

Position title:    Field Monitoring, Analysis and Reporting Project Officer
Reporting to:    DIPECHO Program Manager
Contract:         One year contract with potential for extension
Base in:          Hanoi with travel to project sites as required

Position summary:
The Monitoring and Evaluation Project Officer is responsible for assisting the Program Manager, and the two project managers, with the general monitoring and evaluation of the two above mentioned projects and with a particular focus on quality assurance of partnership agreements between CARE and Save the Children and Plan International, two of CARE’s implementing partners. 
At field level, the Officer will work with relevant project stakeholders including provincial, district, commune levels to establish monitoring procedures, assign responsibility and agree on tools to be used. Monthly report, activity reports and tools will be developed and used to ensure the programme outputs are consistent with the M&E guidelines of both CARE and DIPECHO.  

Major responsibilities:
- Generally provide effective assistance to the management of the two projects in accordance with CARE and the donor regulations and policies.
- Support the program manager to coordinate the implementation of project work plans and budgets in compliance with approved donor and government guidelines. 
- Take an active role in designing participatory monitoring and evaluation plans for the two projects (including procedures and tools), in close collaboration with projects staff, partners and local counterparts.
- Make frequent monitoring and evaluation visits to partners office and their local workplace sites, particularly with regards to the components implemented by the Save the Children and Plan International, to ensure the M&E plans are implemented appropriately.
- Regularly coordinate and liaison with focal points of the partners to keep track of progress, outputs, constraints and future directions; make sound analyses and develop sufficient reports on these aspects.
- Organise field visits and accompany the donor or expatriate staff to the field when required. 
- Keep the filing system and perform administrative tasks in the Disaster management unit.
- Work with the Emergency Response Team on early warning forecasts, situation reports, emergency preparedness and responses.
- Undertake other duties as reasonably requested by the supervisor.

Selection criteria:
- University degree in social studies, development practices, water resource management or related fields
- At least 02 year experience in disaster risk reduction projects in international organizations
- Proven skills in analysis, monitoring and evaluation, logistic arrangement, financial management, documentation and reporting, and translation/interpreting. 
- Excellent English and Vietnamese skills
- Good computer skills for Office programs.
- Good interpersonal skills
- Ability to work effectively as a team member and with minimal supervision
- Experience in DIPECHO funded projects will be an advantage.
