Project Officers; Senior Administrative and Finance Officer; Project Interpreter

Project VIE/027, Support for Health Care Policy for the Poor in Cao Bang and Bac Kan funded by the Government of Luxembourg which has a planned duration of four (4) years, is now looking to appoint three additional staff to its project offices in Cao Bang and Bac Kan. Details of these three posts are as follows.

1. PROVINCIAL PROJECT OFFICER (PPO): 1 Post
Key responsibilities:
- Project Coordination
- Technical Advisor on Health Issues
- Monitoring and Evaluation of Project Activities at the Provincial Level

Profile:
- Strong orientation in primary health care and public health with either a medical degree or a back ground in nursing or public health
- At least 10 years relevant experience in public health and primary health care.
- Excellent speaking, reading, and writing English skills.
- Significant experience in project management and ideally, experience of working with development agencies and government health services.
- A strong grounding in health research methods and research management.
- Familiarity with tools and techniques of health needs assessment.
- Experience in monitoring and evaluation and a familiarity with performance measurement and performance indicators.
- Experience in competency based training for primary health care staff.
- A high degree of numeracy and computer literacy with a good working knowledge of common computer applications (especially spreadsheets).
- A good understanding of the Vietnamese health sector and of ongoing policy issues therein.
- Strong advocacy skills and experience of working effectively with senior personnel from government and international development partners
- Excellent communication skills;
- Innovative and creative, team player;
- A willingness to relocate to Cao Bang or Bac Kan and to undertake project travel duties within the country

2. SENIOR ADMINISTRATIVE AND FINANCE OFFICER (SAFO): 1 Post
Key responsibilities:
- Administrative and Financial operations following Lux-Development procedures

Profile:
- University degree and short-term courses preferably in finance and/or banking or relevant majors;
- At least 3 year-experience in finance/accounting field;
- Very good English in speaking, reading, and writing (to be tested as part of the interview);
- On-the-job experience with translation/interpretation;
- Proficient with the MS Office package and Vietnamese keyboard solutions;
- Knowledge of Internet communications (SKYPE, mail-clients, etc);
- Excellent communication skills;
- Innovative and creative, team player;
- Experience working with international organisations is a preference.
- Willingness to work in a remote rural mountainous area of Vietnam.

3. PROJECT INTERPRETER (ADMINISTRATIVE ASSISTANT): 1 Post
Key Responsibilities
- Supporting the CTA by providing high quality interpreter services in meetings with local counterparts;
- Accurate and prompt two-way translation of project documents and correspondence.
- Acting as liaison between CTA and local counterparts.
- General office and administrative duties as delegated by the CTA.
- Logistics for meetings, conferences and workshops.

Profile:
- University degree in English foreign language.
- Proficiency in office software (Word/Excel/Power Point etc);
- Some experience of working with foreign agencies in health sector in ethnic minority areas of Vietnam preferable;
- Willingness to work in a remote rural mountainous area of Vietnam and to stay some days in villages when required;

Duration of contract: One year, renewable (with two-month probation, maximum four years)
