Project Support Officer

Purpose of position:
The post-holder will assist to the country delegation team in management of H2P project in Vietnam. As a member of the Federation country team, he/she will provide assistance and facilitation to Vietnam Red Cross that are consistent with Vietnam Red Cross’s commitment in humanitarian pandemic preparedness project and aligned with the global priorities of the Federation’s Humanitarian Pandemic Preparedness (H2P) Programme.

The post-holder will be managed by the head of the Federation country office in Vietnam and will be technically supervised by the Healthcare Project Officer based in Hanoi.

Key tasks and responsibilities:

TECHNICAL ASSISTANCE/CAPACITY BUILDING
- Assist and provide facilitation in preparation and implementation of quarterly workplan, project activities following the project framework.
- Support in the delivery of the Vietnam Red Cross’s pandemic preparedness project objectives, outputs as designed in project logframe.  
- Support in working with Movement and relevant field partners.
- Support relevant capacity building and knowledge sharing initiatives within Vietnam Red Cross and ensure these reinforce long-term preparedness capability required for other disaster response needs.
- Support the Vietnam Red Cross in maintaining a primary role in the national and local pandemic preparedness and response plans.

COORDINATION
- Facilitate the participation and cooperation with strategic and operational partners at national and project area levels
- Contribute to cooperation and coordination efforts of the Federation with national and international community inter-agency coordination structures

FINANCIAL MANAGEMENT AND REPORTING
- Assist in monitoring and supervision of the financial management of the Federation-supported AHI programmes/projects in Vietnam in line with agreed plans and budgets.
- Support in preparing quality and timely financial and narrative reports to Zone AHI Coordinator with requirements specified in the project cooperation agreement (PCA), other donor/pledge based contracts and/or standard Federation reporting guidelines.
- Provide regular management/operational reporting to the Healthcare Project Officer in Hanoi, Federation head of delegation in Vietnam, and AHI coordinator in the Asia Pacific zone office.

MONITORING AND EVALUATION
- Assist in development and implementation of M&E plan.
- Regularly monitor the delivery of project activities, outputs against set objectives.
- In consultation with relevant Federation technical officers, assist in project reviews and evaluations of Federation-supported AHI programmes in Vietnam.

RESOURCE MOBILISATION
- Support Vietnam Red Cross in mobilising appropriate human, technical or financial resources to ensure timely delivery of project results.

Duties applicable to all staff:
- Actively work towards the achievement of the Secretariat’s goals.
- Abide by and work in accordance with the Red Cross Red Crescent principles.
- Perform any other work related duties and responsibilities that may be assigned by the line manager.

Required Qualifications

Education:
- Professional qualification as a health practitioner
- Further qualification in public health, management or humanitarian assistance

Experience:
- At least two years programme management in humanitarian or NGO sector, preferably in public health
- Strong programme management in the Red Cross Red Crescent system preferred
- Working with the Red Cross Red Crescent national society preferred

Skills:
- Good knowledge of health and disaster management objectives, mandate and programme orientation of the Federation
- Outstanding management and communication skills
- Computer skills: word processing, presentations, excel spreadsheets and charts
- Good general knowledge and understanding of public health, emergency/disaster management, service continuity planning, avian influenza and influenza pandemics

Languages:
