Provincial Programme Coordinator - Public Health
GFA CONSULTING GROUP CONSORTIUM, GFA in partnership with T & C Consulting and AEDES, is recruiting three qualified Provincial Programme Coordinators to be based in Hanoi with frequent travel to Bac Ninh, Ha Nam and Bac Giang provinces, and travel to other provinces, for the EU funded project “Health Sector Capacity Support Project” (HSCSP)
The positions entail full-time work and will be for a fixed contract period of three years.
Applicants for these senior positions must be fluent in both written and spoken English and Vietnamese, and meet the Qualifications and Skills, and be able to undertake all of the described Responsibilities listed below.
They must be prepared, and be able, to travel extensively in the provinces, including commencing travel at the weekend.
Qualifications and Skills:
- Masters degree in Medical Science, Public Health or Health Economics
- Sound understanding of Public Health
- Focused on achieving results/outcomes
- A positive personality with the ability to motivate others
- Ability to identify and solve problems at an early stage
- Ability to meet tight deadlines
- Ability to analyse complex situations and to describe them in a clear and unambiguous manner with the ability to identify and describe potential solutions
- Ability to work in a diverse and multi-cultural environment
- Ability to work within a team
- Good computer skills
Responsibilities
- Provide technical monitoring and supportive supervision for the implementation of project activities at Central, Provincial and, sometimes at District and Commune levels
- Identify problems or risk factors that may jeopardise the quality and performance of Project activities and report these to Project management at Provincial and District level for analysis and the development of an appropriate response
- Assist Provincial and District management in achieving expected outcomes at implementation level in a timely manner
- Assist in the planning and budgeting process at Provincial and District levels, ensuring that the plans and processes are harmonised with the Project overall work plan
- Coordinate monitoring and evaluation activities in the field
