Qualified Consultant / Consulting Firm to Provide a Training Course on Business Development Sevices for REEP Partners- Satellite Staffs in 3 Provinces which Will Be Beld within November 2010

I. Background
Oxfam-Québec is the implementing agency responsible for a six-year project entitled “Rural Enterprise Expansion Project” (REEP), funded by the Canadian International Development Agency (CIDA). REEP is implemented in the provinces of Hai Duong, Quang Ninh and Thanh Hoa from 9/2004 to 12/2010. The purpose of this project is to support growth among Micro, Small and Medium Enterprises1 (MSME) and to facilitate their access to formal economy and markets.  The expected outcomes of the project are (i) improved environment to foster the development of MSME, including women-owned enterprises, in poor rural communities in Hai Duong, Quang Ninh and Thanh Hoa, and (ii) increased viability and number of MSME, including women-owned enterprises, in poor rural communities in Hai Duong, Quang Ninh and Thanh Hoa.
REEP’s partner organizations are Provincial Women Union (PWU) and Provincial Cooperative Alliance (PCA) in Hai Duong, Quang Ninh and Thanh Hoa, who will become significant actors for supporting MSME development through Business Development Services (BDS).
One of the project approach is BDS development since the underdeveloped BDS market limits services offered to MSME while a well-developed BDS market is essential for MSME’ growth.  Many micro-enterprises in rural areas, mostly economic households simply do not have any access to the basic and necessary services to support their development.  Therefore the strategic approach of REEP is to reinforce the capacity of its partners to better support MSME and to allow them to become significant actor for MSME development. It will develop and implement strategies with relevant and better service provision to MSME for outreach to the most disadvantaged enterprises and to facilitate BDS development.
In early 2008 REEP has organised a training course on BDS for the BDO/EDO staff. In the final year of the project implementation, REEP focuses also on the capacity building for satellite staff who are playing a very important role in providing support to MSME at district level. REEP therefore needs to invite a consultant/ consulting firm to provide a training course on Business Development Services for REEP partners – satellite staff in 3 provinces which will be held within November 2010.

II. Objective of the Training:
The objective of this training course is to provide Business Development Services concept and knowledge for 28 satellite staff from partner organisation in 3 provinces.

III. Overall Training Outcome: 
Staff from partner organisations understand Business Development Services and able to support enterprises by providing high quality BDS.

IV. Training Outputs:
By the end of the training course participants will:

- Understand domestic and international trends on BDS and well as challenges of BDS in urban and rural areas
- Fully aware of BDS actors in Vietnam and gender sensitive BDS
- Familiar with the role in BDS provision for MSME in province
- Understand the sustainability and clientele approach of BDS

V. Specific tasks of the consultant:
- Prepare curriculum and material for the course with information on trainees provided by REEP
- Present training content and curriculum which will be finalized together with REEP and approved by REEP before training;
- Revise the curriculum in accordance with REEP’s comments and suggestions
- Prepare course material and hand-outs for trainees
- Deliver the training between 1- 20 November 2010
- Prepare and submit to REEP a comprehensive report on training based on the course evaluation.

VI. Experience and required expertise:
- University degree in a related field
- Sound knowledge and experience in training on Business Development Services
- Knowledge and experience of in training for partners  in development projects
- Experience in adult education
- Excellent English writing skills
- Good understanding on private sector development (PSD) in Vietnam

VII. Deadline for submissions
Interested consultants should submit curriculum, course outline and the estimated budget together with CV before 17:00, 21 October 2010. Submission will be reviewed between 21 and 26 October 2010.
Estimated budget should include all prices, consultant fees, PIT/VAT, training material preparation, etc.
