Senior Advisor/Program Leader
SNV Vietnam is looking for a dynamic candidate to fill the post of: Senior Advisor/Program Leader - Water, Sanitation and Hygiene (WASH)
Duty station: Hanoi with frequent travel (up to 50% time) to provinces
SNV – the Netherlands Development Organisation – is an advisory organisation that promotes market based solutions for the poor in 33 countries around the world. Our advisors, and the local capacity builders we work with, deliver support to over 2,000 clients.
SNV works in the agricultural and forestry, tourism, renewable energy and water and sanitation sectors.
In the water and sanitation sector, SNV works in rural areas and small towns in the provinces of Lai Chau, Dien Bien and Lao Cai (and expanding to other provinces), and operates within the context of the National Rural Water Supply and Sanitation (RWSS) Strategy 2020 and the National Targeted Programs on RWSS (NTP 3), coordinated by the Ministry of Agriculture and Rural Development (MARD). SNV support focuses on sustainable sanitation solutions and on innovative operation and maintenance (functionality)models.
The Senior Advisor/Program Leader WASH’s develops new programs, oversees implementation of current programs, provides content leadership to a team of SNV WASH advisors, and leads fundraising for new SNV WASH programmes.
MAIN RESPONSIBILITIES:
Positioning and Strategic Scoping:
- Further strengthen SNV´s niche and reputation in the WASH sector among key stakeholders in Vietnam, develop new programme concepts and proposals, and support fund raising for SNV’s WASH programme in Vietnam.
- Network and Partnership Development:
- Lead SNV WASH team in development and coordination of strategic partnerships for joint service delivery, achieving impact at scale, knowledge development, and fund raising purposes.
Oversight:
- Oversee implementation of ongoing WASH programs; monitor outcome and impact achievements; ensure quality of advisory delivery by teams and local capacity builders; ensure sound integration of governance and gender in all programs.
Advisory Services:
- Provide advisory services to key clients.
Coaching:
- Provide coaching to team members.
- Knowledge Development:
- Provide content leadership to the SNV Vietnam WASH team and strengthen SNV Vietnam´s knowledge base. Participate in key knowledge development activities for SNV Vietnam, assure good documentation and dissemination. Participate in external and internal networks that contribute to the SNV WASH programme.
REQUIREMENTS:
Education: Degree in engineering related to water and sanitation. Masters degree in a field related to water, sanitation and hygiene.
Experience and Skills:
- Minimum 8 years of proven track record in WASH (rural and small towns) related work at international level in developing countries or countries in transition, preferably in Asia.
- Experience in advisory and capacity development services.
- Knowledge and experience of different community-led approaches to water and sanitation respectively, and pro-poor sector development and Sector Wide Approach (SWAp) for WASH (rural and small town subsector), as well as the promotion of joint sector learning and multi-stakeholder platforms.
- Knowledge and experience with gender and equity issues related to water, sanitation and hygiene (preferably in South East Asia), as well as capacity to translate this into concrete activities.
- Knowledge and experience of supply chain strengthening for WASH, private sector involvement, and sanitation as a business. Practical experience of pro-poor partnerships with private sector and inclusive business approaches.
- Proven interest in and knowledge of post-construction management, and O&M issues for rural and small town water and sanitation services.
- Experience in resource mobilisation and acquisition.
Other requirements:
- Entrepreneurial skills and attitude, as well as commitment to work for clients and in remote areas.
- Client- and team-oriented attitude.
- Strong leadership, team spirit and coaching skills (internally and externally).
- Excellent communication skills in English, both spoken and written.
- Willingness to travel regularly to Northern and other provinces of Vietnam, and other countries in Asia.
Description duty station:
Name: Hanoi city – capital of Vietnam. Duty station will be in Hanoi with frequent travel to other provinces of Vietnam.
Health services: There are several international standard healthcare facilities in Hanoi. Educational facilities: There are international schooling systems up to IB level in English and French in Hanoi.
Security situation: Very good; peace and security throughout the country.
Accessibility: Daily flights.
Contract period: They offer a competitive associate advisor contract (on a consultancy basis), with an initial duration of 1 year with a possibility of extension.
Desired appointment date: As soon as possible, ideally in Sep 2010.
