Senior Program Officer (Legal Support and Capacity Building for Self-Help and Supported Groups (SSGs) and Finance Officer

Health Policy Initiative Vietnam (HPI Vietnam) is a five-year project funded by USAID/PEPFAR and implemented by Abt Associates. HPI is designed to assist the Government of Vietnam, U.S. Government, civil society organizations (CSOs), and other stakeholders to develop and implement evidence-based and best practice-driven laws, policies, plans, and programs for HIV/AIDS prevention, care and treatment and impact mitigation in Vietnam. HPI Vietnam is seeking well qualified and experienced Vietnamese citizens to fill two positions in the Hanoi office (1) Senior Program Officer (Legal Support and Capacity Building for SSGs); and  (2) Finance Officer 

Job descriptions: 
1. Major responsibilities for Legal Support and SSG capacity building Senior Program Officer position are:
- Be the key Abt Associates staff in managing the work of 5 HIV/AIDS legal clinics and supporting SSGs with training and technical assistance, including work plan development, support and monitor implementation and reporting in these technical areas.
- Be the key Abt Associates staff in working with HPI partners and other stakeholders in implementation of the work of legal clinics and SSG capacity building toward legal registration.
- Perform other relevant duties as assigned by Chief of Party and Deputy Chief of Party.

Selection Criteria:
- Masters Degree in Law, Public Administration, Public Health, or other relevant field.
- At least 5 years of relevant professional experience on HIV/AIDS & public health, legal services and/or group capacity building or equivalent.
- An extensive professional experience with NGOs/INGOs, PLHA groups.
- Strong interpersonal skills and communication skills, management and organizational skills, initiative, and good judgment. Ability to work independently and in teams.
- Significant experience in project implementation.
- Good written and oral communication skills in both Vietnamese and English.

2. Major responsibilities for Finance Officer position are:
- Process all daily payment transactions, monthly payroll for staff and payment for consultants, record all transactions into Quicken software and make sure that correct  task codes are used; Keep track of payment schedules for subcontractors and  consultants.
- Handle and monitor tax and other compulsory insurance for staff that are required by local law.
- Review vendor and subcontractor invoices for accuracy and completeness
- Assist Operations Manager to update monthly actual versus budget report for Vietnam office as well as for subcontractors.
- Prepare and ensure the submission of monthly expenditure reports to Abt headquarters in timely manner, Prepare  monthly bank and cash reconciliation reports,  as well as estimation of cash needed for the office on monthly basis
- Coordinate with administrative staff to maintain and update the property inventory list and inventory check. 
- Maintain filling system for Report of Vouchers as well as other accounting and financial documents.
- Ensure  compliance with all USAID and Abt Associates requirements and policy regarding expenditures.
- Perform other tasks as assigned by OM

Selection Criteria:
- Bachelor Degree in Accounting, Finance or other relevant field.
- At least 5 years of professional experience in accounting, budget control, financial management.
- Experience on international development projects, preferably USAID- funded projects.
- Knowledge of Vietnam’s  government policy and procedure on Tax and Compulsory Insurance
- Mathematical  and organizational skills
- Fluency in both written and spoken English
- Knowledgeable in Excel, Quicken and Access
