Senior Program Officer; Administrative Assistant

Health Policy Initiative Vietnam (HPI Vietnam) is a five-year project funded by USAID/PEPFAR and implemented by Abt Associates. HPI is designed to assist the collaborative efforts of the Government of Vietnam, U.S. Government, civil society organizations (CSOs), and other stakeholders to develop and implement evidence-based and best practice-driven laws, policies, plans, and programs for HIV/AIDS prevention, care and treatment and impact mitigation in Vietnam. HPI Vietnam is seeking well qualified and experienced Vietnamese citizens to fill (1) Senior Program Officer - Strategic Information in Ha Noi and  (2) Administrative Assistant in Ho Chi Minh Office.

Job descriptions: 
1. Major responsibilities for Senior Program Officer - Strategic Information are:
- Be the key Abt Associates staff managing a new HPI strategic information initiative to build provincial capacity in the use of data for policy development and sustainable program planning in HIV/AIDs; and coordinate other strategic information work.
- Perform other relevant duties as assigned by Chief of Party and Deputy Chief of Party.

Selection Criteria:
- Masters Degree in Public Health, other relevant field or equivalent.
- At least 5 years of relevant professional experience on HIV/AIDS & public health, data analysis, and policy development in HIV/AIDS.
- Professional experience working with provincial HIV/AIDS Centers and other provincial leaders.
- Strong interpersonal skills and communication skills, initiative, and good judgment.
- Excellent writing, computer, management and organizational skills.
- Excellent written and oral communication skills in both Vietnamese and English.

2. Major responsibilities for Administrative Assistant are:

Administrative Assistant is responsible for smooth operation of the office such as:
- Purchase office supply and stock keeping;
- Procure office equipment, and update Inventory list accordingly;
- Arrange for accounts for mobile phones, landline phones, e-mail and utilities bills
- Responsible for office and equipment maintenance. Contact service companies whenever a problem with equipment or communication means (internet, email, phone and other equipment)
- Liaison with FOSCO for social insurances and PIT for Hochi Minh office staff
- Liaison with Tax office relating Office rental.
- Responsible for petty cash and prepare replenishment whenever it needs be and petty cash reconciliation.  By the end of the month sending the petty cash report to Hanoi office
- Logistical arrangement for field visits for staff and for meeting, workshop
- Assist project staff and consultant in administrative duties regarding the ongoing projects activities
- Responsible for office filling system
- Other duties as assigned.

Selection Criteria:
- Bachelor’s Degree 
- At least 2 years of professional experience in administrative work
- Experience on international development projects, preferably USAID- funded projects.
- Honest, careful and good organizational skills
- Fluency in both written and spoken English
- Knowledgeable in Microsoft office
