Short-Term Accountant

The Greater Mekong Communicable Diseases Control Project is seeking an Accountant for a Short Term assignment at its Regional Coordination Unit (RCU). The assignment – available immediately – will last until the closure of the RCU by end of May 2010. The Accountant will work under the close supervision of the Regional Coordinator and the Programme Officer of the project.

1. Scope of Work:
- The Project is to help the 3 Governments of Cambodia, Lao PDR and Viet Nam (“CLV countries”) to improve Communicable Diseases Control (CDC), including strengthening surveillance and response for disease outbreaks, controlling common endemic diseases, and strengthening regional cooperation in CDC. The Regional Coordination Unit (RCU) implements the overall regional coordination for this project, implementing regional activities, and supporting project implementation in Viet Nam.
- The Accountant will be based at the Regional Coordination Unit (RCU) in Hanoi and liaise frequently with the Lao, Cambodia and Vietnam (CLV) Project Management Units (PMU) via telecommunication.

2.  Detailed tasks:
Under the direct supervision and guidance of the Regional Coordinator (RC), the Accountant  will:
- Perform all regular accountancy and book-keeping tasks for RCU budget management notably record, classify, and summarize RCU finance transactions and events in accordance with generally accepted accounting principles and prepare subsequent reports.
- Assist in all financial aspects of the organization of regional events (fund request to HQ, fund transfer, etc.)
- Collect all expenses evidences and supporting documents (participants’ tickets, boarding passes, pay hotel rooms, Per Diems, etc), and prepare the final financial report of the event to submit to ADB Financial Controller at HQ. 
- Provides information to ADB, on RCU financial management as required, and explains accounting transactions; resolves accounting issues and discrepancies if any.
- Applies a working knowledge of applicable laws and regulations; verify document for completeness and compliance with ADB procedures and regulations.
- Cooperates with RCU staff on all financial reporting matters.
- Perform other duties as required.

3. Working time:
From Monday to Friday;
Morning: 8.30AM to 12.00PM
Afternoon: 1.30PM to 5.30PM
The Contractor will be part of the Regional Coordination Unit (RCU) based in Hanoi and may be requested to travel from time to time to the provinces and occasionally abroad.

Qualifications required:
- A Certified Public Accountant (CPA)
- At least 5 years for experience in international project financial accountancy 
- Good command of written and spoken English
- Proficient in MS Excel, and MS Word.
- Proven ability to organize is/her work in an orderly manner.
- Vietnamese National

Preferred profile:
- Preference will be given to a motivated candidate with
- Experience in ADB financial system.
- Proven experience in organizing national or regional events
- Proven experience in travel booking and ticketing
- Working Experience in an international environment. 
- Experience in project phasing out and closure.

Salary: US$600/month
