Social Project Officer

Medecins Du Monde (MdM) is a French non-governmental organization working in humanitarian relief to improve the living condition of vulnerable populations. Since its establishment in 1980, MdM has contributed for the development of 80 countries worldwide.

They are looking for qualitative candidates for the Social Project Officer position for the project "Providing care and support for people living with HIV/AIDS including ART". The position will be based in Ho Chi Minh city.

Task and responsibilities:

1. Technical assistance:
- Support local partner in the provision of social support to people living with HIV in Ho Chi Minh City and surrounding areas.
- Establish support groups based in the out-patient clinics and in the community and support the home-based care teams in seeking external resources to provide more  sufficient support for people living with HIV/AIDS.
- Collaborate with local partners to monitor the social supports and ensure its effectiveness.
- Work with local partners to develop appropriate materials, operation strategies and monitoring tools.
- Support relevant staffs in the identification of orphaned and vulnerable children, need assessment, service provision and establishment of referral network.

2. Capacity building:
- Identify local partner’s training needs and design appropriate trainings for relevant staff and source trainers.
- Support the home-based care teams in capacity building by facilitating training courses and/or providing on-job training for home-based care teams.
- Participate with local partners in the recruitment and evaluation of staff and provide recommendations related to staff’s quality.
- Develop training materials for staff.

3. Coordination:
- Collaborate with local partners to establish work-plans and follow-up.
- Establish the network between the program and other services providers, including self-help groups, who work in similar field for referral.
- Co-operate with medical officers and prevention officers to ensure the effective combination among all components in the program.
- Collaborate with Hanoi counterpart to ensure MdM program in Vietnam is implemented in the harmonization, combination and joint reporting.
- Support the general social coordinator to develop proposals, including the design of scope of work and budget estimation.
- Recommend and develop initiatives to improve the social component of MdM program.
- Prepare and facilitate meetings and workshops in the collaboration with relevant MdM staff.

4. Monitor and reporting:
-,Prepare reports to donor and headquarter.
- Develop and implement monitoring tools to support local partners to ensure the efficiency of reporting system.
- Work closely with relevant staff to verify the accuracy of data collected.
- Analyze collected data and develop initiatives as appropriate to improve the program.
- Supervise the local partner’ performance to ensure it is progressed appropriately to work-plan and to its goals and objectives.

5.Finance management:
- Work jointly with the MdM administrative team to supervise and validate expenses linked with social activities.
- Participate with local partner in monthly financial planning and expenditure follow-up.

Qualifications and requirements
- Academic level of education, preferably a relevant post-graduate health related qualification;
- Minimum 2 to 3 years related practical experiences  and demonstrable skills in project administration and management
- Excellent organizational, administration and logistics skills;
- Good English writing and general communication skills;
- Experience with an NGO or development organization preferred;
- Financial management experience at the level of budgets and checking expenditures;
- Ability to use computer software related to program administration;
- Interest in participatory approaches to health development planning;
- Experience and interest in HIV/AIDS;
- Ability to communicate and work with people from diverse socio-economic and cultural background;
- Ability to work independently and in a team;
- Willingness to learn and travel;

Duration:
This is a fulltime position for the duration of 01 year with possible extension.

Others
This position requires frequent travel to the field.
