South Coordinator Position

CARE in Vietnam is a Non-Government Organization representing the CARE International network. CARE in Vietnam is a creative and dynamic organization, working with Vietnamese partners in the sectors of health, rural development and disaster mitigation and preparedness.

CARE is seeking an experienced and qualified Vietnamese national to fill in South Coordinator Position. This position will be based in Ho Chi Minh City with frequent travel to the project sites.

Position information:
Position title: South Coordinator
Reporting to: Deputy Country Director Program
Contract: Two years contract with potential for extension
Based in: CARE’s Ho Chi Minh City office with regular travel to the field and the representative office in Hanoi.

Summary of Job:
The South Coordinator is a senior member of the program team and works as an integral part of the CARE in Vietnam. The South Coordinator works directly under the supervision of the Deputy Country Director Program (DDP) and contributes to the achievement of the program priorities of CARE International in Vietnam. The South Coordinator performs all duties in close consultation & collaboration with the Country Director (CD), DDs and project coordinators and managers. This position provides management support, technical support and quality assurance to CARE International in Vietnam’s programs and projects in the southern part of Vietnam, especially the Mekong Delta region. The South Coordinator directly supports the project managers with technical, programmatic, management and administrative support. The South Coordinator is also the main programming representative for CARE Vietnam in the Mekong Delta and, as such, participates in key Government of Vietnam (GoV) and other partner meetings, conferences and workshops. This position is expected to provide a key linkage between CARE’s programs in the South and the rest of the country.

Key Responsibilities:
- Program Management, Coordination and Development
- Contribute to CARE Vietnam’s overall program strategy development and implementation, with a particular focus on locations in the south of Vietnam
- Provide oversight and support to project managers in all aspects of project cycle management (design, implementation, monitoring, reporting, evaluation) according to donor requirements assuring that excellent quality projects and programs are being implemented.
- Participate as a senior manager within the program team, contributing to development and implementation of  CARE Vietnam  policy and practice
- Lead/participate in writing of project proposals and design as required
- Support project managers to manage staff, budgets, and external resources effectively to meet project goals
- Facilitate monitoring visits to projects by donors and CARE Member representatives

Financial Management
- Ensure budget expenditure in line with approved budgets and CARE and donor financial policy and procedure
- Review monthly financial expenditure reports with project managers and initiate corrective action as required
- Approve budget modifications within authority and prepare requests for revisions to donors
- Facilitate, with the project managers, the timely preparation of project-based costed work plans 

Human Resources Management and Administration
- Ensure effective project team structures and assist project managers in the recruitment of new staff
- Support the project managers in conducting project staff appraisals and undertake appraisals of direct reports
- Ensure safety and security plans are in place, updated and implemented
- Ensure timely review and approval of all project-related administrative and travel requests in accordance with the limits of the position’s authority 

Representation and Liaison
- Develop and maintain close working relationships with Government of Vietnam departments and agencies, donors, CBOs and NGOs in Ho Chi Minh City and the Mekong Delta
- Ensure appropriate representation of CARE in program, policy, coordination and information sharing fora in Ho Chi Minh City and the Mekong Delta
- As required, and in close coordination with the HCMC office manager, undertake delegated representational duties on behalf of the Country Director and Assistant Country Director in Ho Chi Minh City and the Mekong Delta

Selection Criteria
1. Minimum of five years management experience in a development and/or humanitarian NGO
2. Demonstrated experience in capacity building for national senior staff, and/or working in an advisor or mentor role.
3. Excellent people management and interpersonal skills and a demonstrated ability to develop team work.
4. Demonstrated skills in program design and proposal development, including donor relations.
5. Demonstrated experience in financial management and administration of programs.
6. Strong representational and networking skills with demonstrated ability to build strong relations with local and national government and other partners.
7. Excellent communication skills, including fluent written and spoken English language skills.
8. Experience in developing corporate social responsibility (CSR) programs for NGOs will be advantageous in this role.
