Objectives of the Programme
The main objectives of the HIV Team in the WHO Representative's Office in Viet Nam is to support the Ministry of Health, particularly the Viet Nam Administration of HIV/AIDS Control (VAAC) and other relevant institutions and agencies, in developing their initiatives and capacity to plan, implement, monitor and evaluate health sector response to HIV including HIV prevention, testing and counselling,
care and treatment, health systems strengthening, and strategic information, as well as in reinforcing coordination among different partners and stakeholders.
As part of the HIV programme of WHO Viet Nam led by Senior Advisor HIV/AIDS, the Technical Officer (HIV Prevention and Strategic Information) will serve as a member of HIV prevention, testing and counselling sub-team and provide technical support to the Ministry of Health and other relevant institutions including the Viet Nam HIV/AIDS Prevention Project (funded by World Bank and DFID) in the
development, implementation and continuous monitoring and evaluation of HIV prevention in health sector and strategic information, in collaboration with partner agencies. The Viet Nam HIV/AIDS Prevention Project is preparing to provide WHO with its funds for up to two years for this position.

Description of duties
Under the guidance and supervision of the Senior Advisor in HIV/AIDS and the WHO Representative, and with the technical guidance of the concerned Regional Advisers of the WHO Western Pacific Regional Office, the incumbent carries out the following duties:
1) To provide technical support to the National AIDS Programme and its related projects especially Viet Nam HIV/AIDS Prevention Project (funded by World Bank and DFID) in planning, implementing, monitoring and evaluating HIV prevention and strategic information related activities including surveillance, estimation and projection of HIV epidemic;
2) To provide technical support to the National AIDS Programme by contributing to by the development and revision of guidelines, training programme, support and supervision procedures and tools for of HIV prevention and strategic information related activities including surveillance, estimation and projection of HIV epidemic;
3) To provide technical support to the regional HIV institutes and selected provinces with high HIV burden for assuring quality HIV prevention interventions and strategic information related activities;
4) To support documenting good practices in HIV prevention and strategic information related activities and facilitate experience sharing among provinces and with other countries;
5) To assist international staff members in coordinating and harmonizing different national and international initiatives working on HIV prevention and strategic information related activities in Viet Nam;
6) To assist international staff members in providing technical advice on HIV prevention and strategic information related activities and their linkage with HIV testing and counseling and with HIV/AIDS care and treatment;
7) To perform other related duties as may be required.

QUALIFICATIONS REQUIRED:
Education
Essential: University degree in Medicine or public health or related sciences.
Desirable: Advanced university degree or equivalent professional training or work experience in related subject areas.

Functional Skills and Knowledge:
Knowledge and experience in HIV prevention targeting injecting drug users and sex workers. Skills in planning, training, monitoring, and evaluation of interventions, and in development of locally adapted tools and instruments. Good communication and interpersonal skills. Ability to interact with health professionals at various levels and to work with government officials, nongovernmental organizations
and international agencies. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standards of personal conduct.

Experience
Essential: At least two years of experience at the national level in the development and implementation of HIV prevention and strategic information. Experience in working with related sectors such as public security. Experiences in international organization.

Desirable: Experience in writing proposals and reports. Experience in working with or in nongovernmental organizations and partners.

Languages
Very good knowledge of written and spoken English and Vietnamese.
