Technician Expert

BACKGROUND
Fundación CODESPA (CODESPA) is a private Spanish NGO that has been supporting a project focused on several actions related with the development of local markets in low-income rural communities in the highlands of North Vietnam (Yen Bai, Than Hoa, Hoa Binh and Phu Tho Provinces) since 2005.
During these years CODESPA has worked with different partners under a market based approach to generate opportunities of quality living developing the actions described below:
- Market development for compressed fertilizer for rice cultivation.
- Market development for sanitation infrastructure and hygienic habits
- Bamboo local industry development by means of high value products processing
- Microfinancing products development to reach financial rural communities needs.
Most of the projects are based in a sustainable and replicable model linking private and public sectors. Public sector leads the awareness role focused on improvement of the households’ habits and small local private sector provides the required products and services. The current year 2010 suppose the beginning of a new intervention, so Codespa would like to expand the efficient model of working developed along these years, replying some actions in new locations and to initiate actions in new sectors of development following the public- private alliance approach.

JOB DESCRIPTION
1.  Functional Title:        Local Technician Expert on Social and Economic Development
2.  Status:                  Full Time
3.  Duration:                 7 months from May – December 2010
4.  Supervised by:           Codespa Vietnam Representative and Head Office (Spain)
5.  Coordinating:             With all Codespa Staff and other NGO.
6.  Location:                 Codespa Headquarter in Vietnam
7.  Duties and Responsibilities:
- To contribute to the identification process of a 4-Year program on economic empowerment of farmers, especially women, at regional level (beneficiaries, local partners, objectives, outputs and Plan of Intervention).
- Responsible for coordinating the relationships among Codespa, local partners and other institutions implied in poverty reduction into the rural areas of Vietnam.
- Compilation and systematization of Codespa projects, focusing on develop tool to combine Codespa actions and Public Programs to reduce poverty.
- Realization of studies, writing of reports and search of information, and presentation of the findings.
- Capability to log frame elaboration, and planning based-on-results approach.
- Other tasks related with the applicant previous qualification and experience could be requested by the Supervisors.
8. Level of autonomy:
Decision making is largely recommendatory unless clearly in line with Codespa policies.
9. Recommended Post-Specific Qualifications:
Education:
- Postgraduate degree in Social Science, Business Development Services, Self-Employment, Women Entrepreneurship Development or equivalent.
Experience:
- At least 3 years of professional experience with NGOs, international or national.
- Experience in writing proposal of development projects and knowledge framework.
- Experience assessing in rural development projects with gender approach.
- Experience on market-based approach, demand and supply network, micro/credits, saving groups and social enterprises (cooperatives)
- Knowledge of national law, Strategic Plan, Action Plan and policies related to Rural Development.
- Experience of working with Local Government.
Skills:
- Excellent capacity for the institutional relationship and for work- team.
- Organization capacity and planning.
- Management of concepts: Sustainability, Environment and Gender.
- Abilities in negotiation and resolution of conflicting situations.
- Interest in working for a humanitarian organization;
- Initiator: generating and implementing new ideas and initiatives to make the field actions and the office run more efficiently;
- Dynamic and ability to work independently;
- Accurate and organized;
Computer Skills:
- Handling of computer (Windows, Suite Office, Excel, Electronic mail etc) packages.
- Preferable fluent management of Data Base and Pivot Table.
Language skills:
- An excellent command of English, including writing skill;
- Basic Spanish would be a plus.
