“Vietnam-USA Collaboration Project on HIV Prevention and Care in Vietnam” is the Collaboration Project between Ministry of Health in Vietnam and Human Health Service. We are looking for candidates for the folollowing positions:
- 01 M&E Officer
- 01 Voluntary Counseling and Testing (VCT) Officer
- 01 Tuberculosis/HIV Officer
- 01 HIV/AIDS Care & Treatment Officer in charge of HIV/AIDS Outpatient Care & Treatment
- 02 HIV/AIDS Care and Treatment Program Officers
- 01 Accountant
- 01 Administrative Assistant
Job description
1. M&E Officer:
Collect and generate report of care and treatment activities
Monitoring and evaluation of care and treatment activities
Technical assistance in the strategy information framework of the Project
2. VCT Officer
Composing proposals, planning, implementing, monitoring VCT activities
Organizing VCT training
Providing Monitoring and Evaluation, technical assistance of VCT Program
Writing VCT report
Other tasks assigned by VCT team leader and Project Management Unit
3. Tuberculosis/HIV Program Officer
Managing and coordinating LIFE-GAP supported TB/HIV activities in provinces/cities.
Working closely with Vietnam Administration of HIV/AIDS Control, Ministry of Health, National Tuberculosis Program and experts in experts in making plans TB/HIV Program
Writing annual, quarterly, monthly reports about TB/HIV Program
4. HIV/AIDS Care & Treatment Officer in charge of HIV/AIDS Outpatient Care & Treatment
Responsible for HIV/AIDS outpatient medical activities in adult outpatient clinics;
Planning annual activities for HIV/AIDS Adult Outpatient Clinics (OPCs) to submit Ministry of Health and the Donor; Reviewing planned activities quarterly and working with technical team on issues and solution.
Supporting provinces/cities in developing proposals and budgets for HIV/AIDS adult outpatient clinics;
Coordinating with the Donor and related agencies in planning and implementing monitoring & evaluation technical assistance and on-site trainings at HIV/AIDS Adult OPC sites.
Following up the provincial implementation progress at the HIV/AIDS Adult OPC sites and sharing information regularly with donor technical staff.
Working closely with related agencies including agencies providing ARV drugs, opportunistic infection drugs (OIs), PEPFAR partners in comprehensive service provision for HIV infected people at the treatment sites.
Performing activities related to monitoring and evaluation for treatment for HIV/AIDS infected people;
Reporting on Care & Treatment activities at the provinces which she/he is in charge of;
5. HIV/AIDS Care & Treatment Program Officer (1)
Supporting provinces/cities in developing proposals and budgets for HIV/AIDS adult outpatient clinics at the sites of which she/he is in charge;
Coordinating with the Donor and related agencies in planning and implementing monitoring & evaluation and technical assistance at HIV/AIDS OPC sites.
Following up the provincial implementation progress at the HIV/AIDS OPC sites and sharing information regularly with donor technical staff

Writing Synthetic monthly, quarterly and annual reports on care and ART and other reports if required
6. HIV/AIDS Care & Treatment Program Officer (2)
Developing plans to monitor and evaluate HIV/AIDS Care & Treatment activities;
Working as a focal point of contact to coordinate with the officer in charge of analysis reports on HIV/AIDS Care & Treatment activities implemented by LIFE-GAP Project;
Organizing and implementing evaluation, supervision, research related to HIV/AIDS Care & Treatment activities supported by LIFE-GAP Project;
Coordinating closely with Vietnam Administration of HIV/AIDS Control to perform evaluation research on HIV/AIDS Care & Treatment;
Working closely with Care & Treatment program officers to in activities supervision and technical assistance.
7. Project Accountant
Managing, archiving the validity of copied financial supporting documents from sub-projects.
Working with Administrative section to manage properties of Project Office and Sub-project offices.
Assisting Finance Chief to prepare annual audit.
Tasks assigned by Finance Chief and Central Management Unit.
8. Administrative Assistant
Managing letters according to the state regulations.
Composing letters belonging to administration.
Transferring letters to related agencies.
Reporting administrative tasks.
Other tasks assigned by Administration Chief and Project Management Unit.
General requirements
Fluency in English in communication, writing reports, designing project activities.
Excellent at office software (MS Word, Excel, PowerPoint, statistics analysis related to research and epidemiology: Epiinfo, SPSS….)
Ability to work independently and within a team, ability to go to 28 project sites.
Experience in working for projects.
Specific requirements
M&E Officer:
Degree specialized in medical field or public health
02 year-experience in HIV/AIDS M&E activities
01 year-experience in HIV/AIDS care and treatment M&E activities
VCT Officer:
Under 35 years old
Degree specialized in medical field or public health
3 year-experience in HIV/AIDS Prevention in Vietnam
2 year-experience in VCT Training is preferable
Tuberculosis/HIV Officer:
Tuberculosis, Communicable diseases or General doctors
At least 3 year-experience in program, projects about HIV/AIDS and TB/HIV care and treatment; Designing, organizing training courses; Developing proposals and budgets for medical preventive program; 3 year-experience working with HIV/AIDS and TB/HIV foreign agencies is preferable.
HIV/AIDS Care & Treatment Officer in charge of HIV/AIDS Outpatient Care & Treatment
Doctor background
At least 2 year-experience in program, project management about HIV/AIDS; Developing proposals and budgets for medical preventive program;
HIV/AIDS Care & Treatment Program Officer (1)
Doctor background
At least 1 year-experience in program, project management about HIV/AIDS; Developing proposals and budgets for medical preventive program;
HIV/AIDS Care & Treatment Program Officer (2)
Doctor background
Work experience in medical program Monitoring and Evaluation;
Project Accountant:
Graduated from universities majoring in finance
3 year-working experience in Finance-Administration and projects is preferable.
Administrative Assistant
Under 40 years old
Graduated from Institute of Ho Chi Minh National Administration.
At least 3 year-working experience Administration
2 year working experience in projects is preferable.
