Vietnamese Consultancy Team for Baseline Survey

The three years project "Improving quality basic education for ethnic minority children in three disadvantaged provinces in Vietnam” is a joint project of the Save the Children and implemented in cooperation with the Ministry of Education and Training (Department of the Ethnic Minority Education as the leading agency) in the three provinces of Yen Bai, Quang Tri and Dien Bien. The project is funded by a grant from the Japanese Social Development Fund (JSDF Grant No. TF093411), a trust fund managed by the World Bank.  The overall objective of the project is to assist the government of Vietnam in supporting  children aged 5–14 from ethnic minority communities in three provinces of Vietnam to complete a quality primary education and continue their education in lower secondary school.

Vietnamese Consultancy Team for Baseline Survey (one leader and two team members)
3 months: March – May 2010

JSDF Project of Save the Children is seeking for a team of Vietnamese consultants to carry out a baseline survey.  The team is responsible to document the current status of education for ethnic minority children and communities in the three provinces, with a focus on project-supported communes and select comparison communes. This baseline will be used to evaluate the project’s effectiveness and impact at the end of three years, providing a point of comparison from project initiation to completion.  The baseline will also provide the basis for planning detailed project activities and setting targets for key results.

Required Qualifications
- Strong background in monitoring and evaluation, with expertise in education M&E and assessment of learning outcomes
- Strong background in primary education and management
- Well developed team building and motivational skills
- Minimum of five years work experience in designing and conducting qualitative and quantitative assessment
- Knowledge of development education and bilingual education is desirable
- Ability to take lead and coordinate work of a multi-disciplinary team
- Excellent written and spoken English
- Good interpersonal skills
- Sensitive to different cultural contexts and environments
- University degree to Master and/or PHD level in social sciences or other relevant field.
