Vietnamese organization to carry out (1) three surveys of female sexual partners (SP) of injection drug users in Dien Bien province and Ho Chi Minh and Hanoi cities; and (2) Orphan and vulnerable Children (OVC) Survey in Thu Duc district, Ho Chi Minh city

Health Policy Initiative Vietnam (HPI) is a five year USAID funded project that aims to assist the collaborative efforts of the Government of Vietnam, U.S. Government, civil society organizations and other stakeholders to develop and implement evidence-based and best practice-driven laws, policies, plans, and programs for HIV/AIDS prevention, care and treatment, and impact mitigation in Vietnam.

HPI Vietnam is seeking a qualified Vietnamese organization to carry out (1) three surveys of female sexual partners (SP) of injection drug users in Dien Bien province and Ho Chi Minh and Hanoi cities; and (2) Orphan and vulnerable Children (OVC) Survey in Thu Duc district, Ho Chi Minh city.

1. SP surveys:
These surveys are part of the evaluation of HIV prevention interventions for this population that are being or will be implemented by Abt/HPI. A SP baseline survey will be implemented in Ho Chi Minh City and Dien Bien province in or about January 2011 and a 36-month follow up survey will be implemented in Hanoi in July 2011. Baseline, 12- and 24-month follow up surveys in Hanoi have already been done. Sample size for the Hanoi survey will be 300 and the survey will be conducted in the 4 districts involved in the intervention: Dong Da, Hai Ba Trung, Hoang Mai, and Long Bien. Sample recruitment in Hanoi is through “seeds” identified by project peer educators followed by “snowball” technique, ensuring adequate representation of SPs who are and are not clients of the intervention project.

In HCMC and Dien Bien, the applicant should propose a sample size and recruitment methodology.

The survey will include behavioral interviews and HIV testing with counseling.  Abt Associates will provide the current version of the interview questionnaire. The applicant should describe its methods for conducting the interviews and carrying out the testing and counseling. Budgets should include all related costs.

2. OVC survey:
The Objectives of the survey are:
-  To measure the coverage of services provided to OVC such as percentage of children accessing to home-based care services, nutrition support etc. The indicators in M&E OVC framework will be used as main survey indicators
-  To measure the impact/effectiveness of services on OVC health and quality of life

The applicant should propose survey methodology, sample size, sampling approach and data collection techniques.

Qualifications:  The selected contractor must have strong experience in HIV/AIDS-related survey and data analysis methods.

The selected contractor will be responsible for all data collection and preparation of data sets. The contractor will also participate with Abt staff in the data analysis and preparation of papers and conference presentations based on such analysis.
