The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the movement.

The German Red Cross (GRC) and the Vietnam Red Cross National Society are implementing together a project in “Community Base Health Care and Branch Development Northern Vietnam” (CBHC).

I/ Job description for Watsan Technical Assistant (WTA)

1.1. Duration
One year (from January 2010) with possibility of extension. This position will be assigned to the project based on a full time basis.
1.2. Location
The position is based in Hanoi with frequent visits to the project sites (up to 70% of the working time).
1.3. Duties and responsibilities
Under the supervision of the GRC delegate and the Project officer, the Watsan Technical Assistant is responsible for ensuring the proper implementation of the project in term of WATSAN construction activities as planed. 

His/Her specific duties and responsibilities include:
- Checking all technical construction documents such as designs and cost estimations, bidding procedures, contracts, handing over, etc
- Performing a role of consultancy and technical supervision on construction sites of 04 project provinces (Cao Bang, Lang Son, Bac Giang and Bac Ninh).
- Writing monthly reports (narrative, data);
- Assisting Project Officer and VNRC to implement other project activities in the community.

1.4. Minimum qualifications
Educational background:
Bachelor or Degree in Construction or other related field, having Certificate in Construction supervision is an asset.

Working experience:
- At least 3 years working in construction area.
- Experience in supervising/following-up of hygiene and water system construction
- Experience in working with communities.

Knowledge:
- Good knowledge of community development concepts and participatory techniques
- Knowledge of M&E tools and techniques
- Technical knowledge of hygiene and water system design is a strong asset.
- Knowledge of the Red Cross movement is an asset

Language/Computer
- Excellent command of written and spoken Vietnamese
- Good command of written and spoken English (not compulsory)
- Knowledge of northern ethnic minority language is preferable (Tay, Dao, Hmong)
- Good computer skills: MS Office, e-mail

Personal skills and abilities
- Good interpersonal, communication and negotiating skills
- Good analytical and reporting skills
- Ability to supervise people / Leadership
- Sense of initiative and responsibility
- Ability to work in team as well as independently
- Ability to work in stressful situations, for long hours and in remote areas
