01 International and 02 National Consultants to Carry out Mid Term Review

The Swiss Cooperation Office for Vietnam (SCO) is the representative of the Swiss Agency for Development and Cooperation (SDC) and the Swiss State Secretariat for Economic Affairs (SECO). It is responsible for the coordination of the Swiss Development Cooperation of the Swiss Government in Vietnam.

We are seeking a highly qualified team consisting of one international consultant (team leader) and two national consultants to carry out a Mid Term Review (MTR) for our project “Public Service Provision Improvement Programme in Agriculture and Rural Development” (PS-ARD). The mission in Vietnam is foreseen to take place from 03 to 20 September 2013. Detail of the Terms of Reference (TORs) of the MTR can be found in our website www.sdc.org.vn.

Individual submission is possible. Team proposals are an advantage.

The criteria for selection include: proven experiences in result-based development programme evaluation; knowledge in public administration reform and local governance, participatory planning and budgeting, public services for agriculture and rural development; good understanding of the Vietnam context in particular government policies, programmes and institutions; knowledge and proven experiences in project management and implementation; very good analytical skills, report writing, and fluent English.
