01 Junior Infrastructure Engineer (JIE)
Lux-Development, the Executing Agency for Bilateral Co-operation financed by the Grand Duchy of Luxembourg, is assisting the Provincial People’s Committee (PPC) of Cao Bang and a number of technical line ministries and departments by delivery of international and national TA and capacity building to implement the initiative called “Developing Business with the Rural Poor”, which is part of a province-wide programme in the Cao Bang province - predominantly designed by- and financed through- loan support from the International Fund for Agricultural Development (IFAD), commenced in mid-2008.
The recently launched project VIE/029 - “Technical Assistance” (TA) towards “Developing Business with the Rural Poor in Cao Bang” has a planned duration of 3 years.
Lux-Development Support Team led by a Chief Technical Advisor (CTA) is looking for candidates to fill the following positions:
01 Junior Infrastructure Engineer (JIE)
Key responsibilities:
- Under the supervision of the CTA and the SIE, the main function of the assignment is to assist and develop the capacity of the PPMU staff, in particular the planning unit responsible for CIFs and support to oversee and monitor the infrastructure projects and other relevant activities under the sub-component 3.3 of the IFAD programme.
- Together with his/her government counterparts, the main functions of the JIE’s work are as follows:
- To provide specific advises for the implementation of the Small& Medium Scale Agricultural Infrastructure Projects (SMSAIPs), and is responsible for the technical aspects of the SMSAIPs implementation
- To ensure strong ownership of the SMSAIPs by supporting the SIE, relevant consultants and the PPMU in their tasks to ensure Quality Control and O&M
- To support the planning, implementation and reporting activities of the DBRP programme
- To assist by the Monitoring & Evaluation of project outputs, outcomes and impacts
Minimum Requirements:
- Bachelor degree (Masters degree would be an asset) in Civil Engineering or relevant fields.
- Minimum of five (5) years working experience in in the areas of Infrastructure planning/design and procurement, as well as contract management;
- Must have good supervisory skills;
- Should have experience in training, supervising and supporting other engineers;
- In possession of Construction Site Supervision Training Course Certificate is an advantage;
- Proficient in Microsoft Windows i.e. MS Word, Excel and Power Point and Engineering related programmes for design, cost estimates, etc;
- Broad experience in capacity development and organizational learning;
- Fluent in English, both written and spoken;
- Excellent communication and negotiation skills;
- Innovative and creative, team player;
- Willingness to work in a remote rural mountainous area of Vietnam.
DURATION OF CONTRACT: One year, renewable (with two-month probation)
REMUNERATION:
Salary, social and medical insurance: (negotiable) as per Lux-Development’s practices
Housing allowance: 150 USD/month for those who reside outside Cao Bang
Transportation support: project provides bi-monthly shuttle from Cao Bang to Hanoi and vice versa, if project car is available. Otherwise, the project will reimburse for public transportation after submission of supporting documentation (e.g. bus ticket)
DUTY STATION: Cao Bang, Vietnam with frequent travel to districts and communes.
