02 National Consultants to Support the Department of Public Administration Reform (the Ministry of Home Affairs) to Develop the Proposal "Capacity Building for Cadres and Public Officials Working on PAR for 2011-2015 Period"
Request for CV submissions from National Individual Experts/Specialists for the positions of 02 National Consultants to support the Department of Public Administration Reform (the Ministry of Home Affairs) to develop the Proposal "Capacity building for cadres and public officials working on PAR for 2011-2015 period"
The Ministry of Home Affairs (MoHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving Public Administration Reform efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the Public Administration Reform (PAR) Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) PAR process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.
According to 2012 Annual work plan approved by UNDP and MoHA; the project will support the PAR Department (MoHA) to develop the Proposal "Capacity building for cadres and public officials working on PAR for 2011-2015 period". This is a challenging and complicated assignment which requires supports from senior national experts with profound knowledge and experiences in management science.
The two (02) national consultants (the 3rd Expert and the 4th Expert as defined in ToR) will work in a group of national consultants to support PAR Department in implementing tasks to meet the objective as mentioned above.
Work duration: 25 working days (for the 3rd Expert) and 45 working days (for the 4th Expert), starting from May 2012.
Work locations: working at PAR Department (MoHA) and other locations, as required by project.
