Request for CV submissions from National Individual Experts/Specialists for the positions of 02 National Consultants to support the Department of Public Administration Reform (the Ministry of Home Affairs) to develop a logical framework for disseminating information on the new PAR Plan 2011-2020

The Ministry of Home Affairs (MoHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving Public Administration Reform efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the Public Administration Reform (PAR) Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) PAR process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.
With technical support of the project, the PAR Department (MoHA) will develop a logical framework for disseminating information on the new PAR Plan 2011-2020. A group of national consultants (a Senior Consultant and a Support Consultant) will be recruited to support PAR Department to research and propose a methodology and an approach; and develop a logical framework for the PAR Plan 2011-2020 including an Action Plan.

Work duration: 60 working days per each (30 days per each; excluding holidays, Saturdays and Sundays), starting from November 2011.
Work locations: in Hanoi and other locations, as required by project.
