02 National Consultants to Support the Ministry of Culture, Sports and Tourisms to Develop the Inter-Ministerial Circular Guiding the Implementation of Decree 43/2006/ND-CP in the Field of Library

The Ministry of Home Affairs (MOHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving PAR efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the PAR Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) Public Administration Reform process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.
With regard to the revised Annual Work Plan in 2011 approved by UNDP and MOHA, the project will support the Ministry of Culture, Sports and Tourisms to develop the Inter-Ministerial Circular guiding the implementation of Decree 43/2006/ND-CP in the field of library. A group of 02 national experts will be recruited to support the Inter-Ministerial Task Force (Ministry of Culture, Sports and Tourisms - MoCST; Ministry of Home Affairs - MoHA; Ministry of Finance - MoF) to do the following task:

- Develop and issue the Inter-Ministerial (MoCST, MOHA and MoF) Circular guiding the implementation of Decree No. 43/2006/ND-CP stipulating the autonomy and self-responsibility on task implementation, organizational structure, staffing and finance for public non-business units in the field of library;
- Develop the Impact Assessment Report of the issued document.
Work duration: from July 2011 to April 2012.

Working location: Hanoi and other places as required by the project.
