04 National Consultants to Support the Department of Public Administration Reform - Ministry of Home Affairs

Request for CV submissions from National Individual Experts/Specialists for the positions of 04 National Consultants to support the Department of Public Administration Reform - Ministry of Home Affairs to conduct the survey on comments and feedback of  individuals and organizations on results of PAR in piloted units based on the criteria, and indicators  on PAR Index.

The Ministry of Home Affairs (MoHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving Public Administration Reform efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the Public Administration Reform (PAR) Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) PAR process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.
In 2011, the project supported the MoHA to develop a monitoring and evaluation system of PAR for ministries, provinces and centrally-run cities. As a result, the Department of PAR (DPAR), MoHA has developed PAR Index and ready for the pilot. The Minister of MoHA issued the Pilot Plan of the PAR Index in 03 ministries, 06 provinces (the Decision No. 1953/Q?-BNV dated 08/12/2011). Before applying on a national scale, the PAR Index will be piloted in some ministries and provinces and centrally-run cities to adjust an finalize in line with practices and condition of Vietnam. According to the Pilot Plan of the PAR Index and the approved project Annual Work Plan of 2012, the project will support the DPAR to conduct survey on comments and feedback of  individual and organization in terms of  PAR results as required by  PAR Index. Assessment rate of PAR through independent investigation and surveys shares about 40% of total PAR Index. The targeted groups for surveys include:
Provinces: Citizen; Enterprises; Leaders and Managers; members of People’s Council
Ministries: Citizen; Enterprises; Leaders and Managers; Members of National Assembly; Party Committees; Social and political organizations.

The project expects to recruit a group of 04 national consultants including a team leader, 02 experts and a researcher to support the Department to conduct the survey on comments and feedback of  individuals and organizations on results of PAR in piloted units based on the criteria, and indicators  on PAR Index.
The National Consultant group will work closely with the DPAR, MoHA to conduct all required activities and deliver  these expected outputs as follows:
Inception Report of the National Consultant group. Including:
- WorkPlan 
- Specific tasks assigned for each expert
- Collaboration with related stakeholders: Task Force, The Project, and Piloted Units
- Outline of the General Report
Plan and Time frame of survey and investigation for 06 provinces and centrally-run cities
Plan and Time frame of survey and investigation for 03 ministries

Final Report.
Working time of the National Consultant Group is 236 days (Team leader: 65 working days; the second expert: 55 days; the third expert: 60 days; researcher: 56 days. Excluding public holidays, Saturdays and Sundays) starting right after mobilized in 4/2012.
The working station is at the Office of PAR Department - MOHA and survey and investigation at piloted units.
