04 National Consultants to Support Organizing and Staffing Department of the Ministry of Home Affairs

Request for CV submissions from National Individual Experts/Specialists for the positions of 04 National Experts to support Organizing and Staffing Department of the Ministry of Home Affairs to study the role of the State in Public Service Delivery in the fields of health and education

The Ministry of Home Affairs (MOHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving Public Administration Reform efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the PAR Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) PAR process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.
With technical support of the Project, the Organizing and Staffing Department, Ministry of Home Affairs (MOHA) will conduct a research on the State’s role in public service delivery in education and health. The expected outputs will help consolidate the functions and tasks of state’s management agencies in education and health and perfect the organizational structure and management methods of the state’s bodies in public service delivery in education and health, thus contributing to improving the quality of public service delivery, better meeting the increasingly high demand of citizens in accessing and using education and health services and strengthening socialization in education and health. To facilitate the implementation of this activity, 04 national consultants (02 consultants for one group: one group leader and one supporting consultant) will be recruited.

Work duration: 60 working days for group leaders and 30 days for supporting consultants, starting in September 2011.
Work locations: in Hanoi and other locations, as required by project.
