Accountant

The Beyond WTO Program was developed in response to a request from the Government of Vietnam for donor support to help with managing economic integration and the transition to a market economy in the period after Vietnam’s accession to the World Trade Organization (WTO). The Program has been constructed to enhance Vietnam’s capacity to sustain pro-poor growth and protect poverty reduction gains through implementation of Viet Nam commitments in the WTO.
The Program is funded by AusAID and DfID. Now the Office of Steering Committee (OSC) of Beyond WTO Program is seeking qualified candidates for the position of Accountant.

Responsibilities:
Carrying out accounting work with regards to the projects, including:
- Quarterly reviewing the invoices and related documents issued by the projects;
- Checking  the accuracy and relevance of financial reports submitted from projects;
- Arranging Program-to-project advance payment and advance acquittal
- Preparing Statement of expenditure quarterly and every 6 months as required;
- Inputting financial data and preparing reports on the project(s) expenditure at request of the program’s relevant authorized persons.
- Reviewing the transparency and compliance of all projects’ financial activities and the OSC activities with the OM; providing recommendations for improvements and following up;
- Following up with and providing support to projects in handling all the tax liability of projects, including VAT, PIT;
- Handling ODA Fund confirmation with Ministry of Finance and debit and credit Fund;
- Implementing other tasks assigned by the Director and Chief Accountant;
- Coordinating and providing assistance to the independent auditors;

Qualification and experience:
Years of experience: 5 years
Minimum education level: Bachelors

Details:
- University degree in accounting and finance or relevant files.
- Experience working with ODA and the regulations in EU cost norms;
- Skilled in computer software applications (Bravo software is preferable)
- Ability to work both as in a team or independently;
- Excellent spoken and written English;
- Ability to work under pressure and to exercise initiative in a collegial framework.
- Team building spirit.
