Long Term Expert – Accountant – Vietnam Business Challenge Fund (VBCF)

Background:
The overall purpose of VBCF is to support the private sector in Vietnam to develop innovative business models that deliver both commercial benefits for the private sector and developmental benefits for poor people, in terms of job creation, income improvements and availability of more affordable goods and services.
The Vietnam Business Challenge Fund will award matching grants to firms operating in Vietnam through competitive calls for business proposals that will benefit the poor, be commercially sustainable and replicable in the long run. It will focus on three areas of support; Agriculture, infrastructure services and low-carbon growth.
DAI is looking for an Accountant to undertake the financial management of the VBCF.
Length of the project: 36 months
Start Date: July 2012
- Manage and maintain accounting and finance records for grants
- Coordinate regular and ad-hoc financial reports whilst ensuring compliance with key donor requirements
- Account for and pay invoices for grant and non-grant related expenditures to and track monthly "burn rates" for each
- Track the transfer of funds between the headquarters office and field
- Establish and review systems and procedures to ensure low transaction costs for banking as well as timely and effective accounting and payments
- Track and document the overall monthly programme burn rates and estimate pipeline needs
- Develop and implement the financial systems of the project

Requirements:
- Ability to read, analyse, interpret and communicate financial information
- Experience working on grant management programmes
- Experience working with DFID or other donors

Key Qualifications:
- Bachelors degree in Accounting or Finance, or equivalent
- Excellent communication skills
- Fluency in English and Vietnamese (both written and oral) is essential
