Accountant

The Woolcock Institute is lung health research organization, based at Sydney University, Australia (http://www.woolcock.org.au/). The Institute has operated in Vietnam since 2009, we undertake large and important operational and epidemiological and clinical research projects in collaboration with the National Tuberculosis Program in 9 Provinces, including Hanoi and Ho Chi Minh City. The Woolcock also runs training in epidemiological and operational research methods for Vietnamese doctors and public health workers.

Currently the Woolcock directly employs 50 full-time staff in Hanoi, Ho Chi Minh City and Ca Mau. We are substantially expanding our organization, as we prepare for the implementation of a major new clinical trial in 2015.

Role:

The Accountant will work under the supervision of the Trial Manager to implement all accounting activities and to assist with cash management activities at Ho Chi Minh City Office

Main duties and Responsibilities:

  • To collect and review supporting documents on expenditures managed by HCMC office
  • To prepare and monitor labour contracts and prepare income tax (PIT) reports
  • To monitor study budget closely and inform Trial Coordinator of the budget status on a regular basis
  • To verify invoices and deliveries, and make sure that all supporting documents are received and correct
  • To prepare monthly accounting and finance reports related in accordance with the organization/donors’ requirement and timetable, and to archive all accounting related documents digitally and in hardcopy
  • To process travel advances, travel expenses and other program advances, clear advance and monitor advances.
  • To record leaves, attendances, updates monthly timesheets and holiday follow-up sheets
  • To perform end-of-month cash control procedure with the HCMC office’s cashier
  • To manage cash flow, ensuring that regular and accurate transfer requests are made and to accurately estimate upcoming expenditure
  • To work with the Admin Officer to maintain equipment inventory, verifying all inventory items twice a year. Ensure all inventory are labeled in accordance with WIMR requirement.
  • Upon financial audit, provide the support necessary to the auditors conducting the audit and assure the implementation of any audit-based recommendations.
  • Control and compliance:
  • To ensure all necessary control systems are in place, and maintained, to ensure the security of the WIMR’s finances and that funds are used for their designated purpose
  • To regularly review and report risks and develop ways of mitigating them
  • To lead on all internal and external audits
  • To ensure compliance will all relevant Vietnamese regulatory and host hospitals reporting requirements including tax
  • To keep up-to-date with latest development and best practice in the field, including current legislation

Required education, skills and qualities

a. Education:

  • College or University degree in accounting or related field.

b. Professional Experience:

  • Preferably at least two year of experience in field work for research projects
  • Demonstrated knowledge and skills in the project accounting and finance.
  • Work experience with research projects and/or INGOs would be an advantage.

c. Skills:

  • Competent in Microsoft Word and Excel.
  • Good analytical and organizational skills, attention to detail and determination to meet deadlines.
  • Good communication skills (both written and spoken) in Vietnamese and English.
