Context:

Under the overall guidance of the Head of Office (HoO) and the direct supervision of the National Finance Officer, the Accounting Assistant will be mainly responsible for all payments and accounting reports, ensuring full compliance with IOM financial regulations and procedures.

Core Functions / Responsibilities:

  • Prepare all office payments: receive and verify invoices, cross-check with supporting documentation and internal records, create bank payment requests for authorization by the supervisor;
  • Liaise with bank and perform office banking and financial transactions, including travel expense claims, funding and mission payment requests, card payment reconciliation, accounts payable/receivable, staff personal expenses and salary advances,
  • Coordinate with procurement colleagues to ensure all documentation is complete and in compliance with IOM regulations and procedures (PR, PO, MIGO, MIRO);
  • Perform data entry of financial transactions on a daily basis into SAP/PRISM, and post daily transactions to PRISM;
  • Assist with monthly payroll, verifying all information and preparing salary payment requests for authorization by the Head of Finance and Head of Office; review projectization and apply changes as required; effect payments for staff’s salary and National Social Security (NSS)
  • Assist in preparing tax documentation for VAT reimbursement to IOM.
  • Run and check month-end accounting reports, and present for supervisor’s review and HoO’s authorization;
  • Assist with project budgets, expenditure reviews, expense control statements, monthly/annual financial reports, and other reporting per donor requirements; create forms and templates (including in SAP/PRISM) as needed; reply to inquiries on accounting issues;
  • Monitor exchange rate issues, including FX gains/losses and their effect on mission funding and expenditures; raise issues to the attention of the supervisor;
  • Assist with other financial matters and cashier duties in the absence of those responsible.
  • Perform other related duties as required.

Required Qualifications and Experience

  • Bachelor’s degree in Finance, Accounting, Auditing or related field with at least two years of relevant professional experience;
  • Or, high school certificate with at least four years of relevant work experience;
  • Advanced excel skill;
  • Experience interpreting rules and guidelines and solving routine and non-routine issues in the field of Finance and Budget.
  • Excellent report writing skill in English is a must; Ability to establish and maintain effective working relationships in multicultural environment with external and internal partners; Ability to take initiative, establish priorities, coordinate and monitor own work plan;
  • Discretion and maturity of judgment are required;
  • Previous work experience in international organizations and companies would be an advantage.

  • Fluency in English and Vietnamese is required.

  • Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.
