Activity Fund Assistant; Accounting and Procurement Assistant
Tetra Tech, through its subsidiary Tetra Tech ARD (http://www.tetratechintdev.com/), a US-based international development firm is implementing the USAID Saving Species Project. USAID Saving Species will work to reduce consumer demand for and consumption of illegal wildlife and wildlife products, strengthening wildlife law enforcement and prosecution, and improving and harmonizing the legal framework for wildlife crime.
Tetra Tech is advertising for 2 positions: Accounting and Procurement Assistant Position and Activity Fund Assistant Position. These positions will be based for the Hanoi Office. 1. Activity Fund Assistant (1 post)
Reports to: Activity Fund Manager
DUTIES AND RESPONSIBILITIES: The Activity Fund Assistant will work under overall supervision of the Activity Fund Manager. S/he will be responsible for administrative duties and services in the project office, which will include but not limited to assisting with posting and dissemination of RFA/RFP packets, managing collection and cataloging receipt of grant application and proposal batches to Selection Committee members, and assembly of final grant and subcontract documentation and agreements. The Activity Fund Assistant will maintain a permanent record of all grantee applications, develop a data-base of NGOs and other potential grantees and manage all grant-related information to ensure that the files are compliant, up to date and maintained by developing a Grants Information Management Systems and ensure its regular maintenance. The Activity Fund Assistant will assist with administrative and financial tracking of grants and subcontracts, grantee assessments, monitoring NGO performance and maintaining data on NGO growth toward targets in collaboration with the M&E Specialist. S/he will perform other duties as assigned by the Activity Fund Manager to support the Project’s objectives.
QUALIFICATIONS: (MINIMUM REQUIREMENTS)
EDUCATION: A bachelor’s degree in business management, business administration, procurement and purchasing.
WORK EXPERIENCE: At least 3 years of relevant professional experience, preferably in grant and/or contract management. Prior experience working with international donor funded grants and contracts is preferred.
SKILLS: Excellent interpersonal skills, including patience, calmness, willingness to listen and respect for colleagues. Excellent computer skills: Microsoft Word, Excel, Power Point, Outlook…Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.
LANGUAGES: Excellent language proficiency in spoken and written English and Vietnamese.
GENERAL: Enthusiastic, serious, responsible, good analytical and communications skills, high integrity, ability to work under pressure, attention to details and due diligence.
2. Accounting and Procurement Assistant (1 post)
Reports to: Finance, HR and Admin Manager
DUTIES AND RESPONSIBILITIES: Under overall supervision of the Finance, HR and Admin Manager, the Accounting and Procurement Assistant will be responsible for which will include but not limited to assisting with accounting and financial control systems and procurement procedures for the USAID Saving Species office and for ensuring that adequate and appropriate internal controls are in place to meet Tetra Tech ARD accounting and procurement standards. The Accounting and Procurement Assistant will assist to manage all bookkeeping, bank accounts and cash flow to ensure sufficient funds are available for effective and efficient implementation. Specific areas of responsibility include financial report preparation, payroll preparation, review and submission to Tetra Tech ARD Home Office, cash flow management. The Accounting and Procurement Assistant will assist to maintain and update accounting and financial control systems in accordance with USAID regulations (expenses are reasonable, allowable and allocable) such that Tetra Tech ARD policy transactions are conducted, processed and recorded as stipulated by the system. The accounting and procurement assistant will assist to arrange all conferences, meetings and seminars to make sure it follows to project implementation manual and approved budget. Specific areas of responsibility include travel coordination, assisting procurement of requested commodities and services and maintenance of effective, well-organized filing systems.
QUALIFICATIONS: (MINIMUM REQUIREMENTS)
EDUCATION: A successful candidate must possess a University Degree or accredited professional certification in accounting.
WORK EXPERIENCE: Minimum of 3 years’ experience in an equivalent position, experience in using QuickBooks accounting software preferred. Experience working in a similar position with NGO, business or international organizations is required.
SKILLS: Excellent interpersonal skills, including patience, calmness, willingness to listen and respect for colleagues. Excellent computer skills: Microsoft Word, Excel, Power Point, Outlook…Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams. Ability to multi-task and capable of efficiently responding to the needs of the project staff. Ability to effectively respond to continuously evolving procurement and financial priorities.
