Position: Administration and Account Assistant for the USAID Vietnam Sustainable Forest Management (SFM) Project, RECOFTC Viet Nam

RECOFTC is inviting candidates to apply for the position of Administration and Account Assistant (AAA) for the USAID Sustainable Forest Management Project (the Project), RECOFTC Viet Nam. The successful candidate will be based in Hanoi, Viet Nam. The contract duration is for 12 months with a possibility of extension subject to satisfactory performance and project’s budget availability.
Project background
Forests are important to the global carbon cycle, carbon sequestration and carbon storage. Although Viet Nam is experiencing increases in overall forest cover, there has been a reduction in both total hectares of natural forests and forest quality. To contribute to reducing land-based carbon emissions and to increasing forest carbon sequestration in Viet Nam through reduction of deforestation, natural forest degradation and poor timber plantation management practices, USAID Viet Nam has initiated and is implementing the USAID Sustainable Forest Management Project (the Project). The project is being implemented from 2020 to 2025 in seven provinces in Viet Nam: Lao Cai, Son La, Hoa Binh, Thanh Hoa, Nghe An, Quang Tri, and Quang Nam.
The goals of the Project are to: avoid carbon emissions from natural forest conversion, increase carbon sequestration through better management of plantation forests and improve quality, diversity and productivity of natural production forest.
The Project will implement a “Green Prosperity” approach that strengthens local communities’ ability to protect their natural resource base and reduce emissions while building a strong foundation for sustainable livelihoods and equitable economic growth. Engagement with the private sector and improved co-management by communities, local authorities, and the national government are at the core of the Project’s activities.
The Project will focus on five main objectives:
- Improve and expand community forest management
- Increase conservation-friendly enterprises in forest-dependent communities
- Increase functionality of law enforcement system for forest crimes
- Improve production forest management practices
- Mobilize domestic resources for forest management and protection
Specific tasks and duties
The Accounts and Administration Assistant will be a member of RECOFTC Viet Nam team and work under the direct guidance of the Accounts and Administration Officer (AAO) and overall supervision of RECOFTC Viet Nam Director, and liaise with RECOFTC’s Corporate Service team at the Main Office in Bangkok
Specific tasks and duties include:
- Assist in processing payments including preparing invoices, collecting receipts and submitting to RECOFTC Viet Nam in a timely manner
- Support the recruitment of consultants and other external services, and follow up on the payment schedule for consultant agreements and service contracts
- Arrange domestic travels for national project staff to travel to provinces and travel-related payments
- Support provincial project teams for field activities arrangements
- Collaborate with admin/logistic assistants and community forestry management coordinators in the target provinces for logistics support for field activities
- Provide logistic support and arrangements for national events of the Project
- Perform other tasks as assigned by the Accounts and Administrative Officer and RECOFTC Viet Nam Director.
Qualifications and experience
The Accounts and Administration Assistant will have the following minimum qualifications and experience:
Essential:
- University degree in finance and accounting, business management or other relevant disciplines.
- At least three years of experience in an accounts and administration role with similar responsibilities
- Familiarity with accounting, labor and auditing regulations in Viet Nam is a plus
- Skills in preparing and maintaining accurate accounting records, financial statements and budgets
- Excellent interpersonal skills and ability to interact with people at all levels in a multi-cultural and multi-disciplinary environment
- Strong IT user skills and knowledge of spreadsheets
- Good written and spoken English and Vietnamese
- Vietnamese national only
Highly desirable:
- Experience working with an international non-governmental organization will be an advantage.
- Organization and work planning skills
- Reliable and trustworthy particularly in dealing with confidential matters
- Systematic and organized approach to work with the ability to multi task
