Administration Officer (Maternity leave position)

In Vietnam, Australian Red Cross has been providing technical and financial support to the Vietnam Red Cross since 1995. Current projects are implemented in Hanoi, Cao Bang, Lang Son, An Giang and Kien Giang.

We are looking for an experienced and enthusiastic person to fill the position of Administrative Officer based in our Hanoi office.

Title: Administrative Officer (maternity leave position)
Location: Hanoi
Contract duration: 6 months with possible extension
Reports to: Country Coordinator
Expected start date: December 2014

PRIMARY DUTIES

  • Develop and maintain administrative procedures, including office and project filing system
  • Support staff travel, including transport and accommodation bookings, visa processing
  • Arrange meetings and take minutes
  • Manage general correspondence
  • Purchase and manage office equipment and supplies
  • Translate letters, reports and occasionally interpret (Vietnamese/English) for Australian Red Cross Country Coordinator
  • Manage cash and banking activities
  • Prepare relevant finance reports and supporting documentation and develop basic budgets and forecasts
  • Prepare Comparative Bid Analysis documents
  • Record staff leave and pay monthly salaries
  • Provide administrative support for recruitment and contracting of staff
  • Provide information as needed to Country Coordinator regarding Vietnamese Labour Law
  • Support ARC’s continued registration to PACCOM and reporting; attend relevant meetings and briefings; keep up to date with processes and requirements
  • Together with project partner staff, provide project-related administrative and logistical support, such as procurement, venue bookings and travel bookings.

KEY QUALIFICATIONS

Essential

  • Minimum 3 years similar working experience in administration
  • Excellent communication skills
  • Ability to work independently and cooperatively in a team environment with minimal supervision.
  • Excellent oral and written English language skills
  • Advanced computer skills (word processing, spreadsheets)
  • Basic finance and accounting skills
  • Ability to work to tight deadlines
  • Experience in translating from Vietnamese to English and English to Vietnamese – written and spoken

Desirable

  • Experience of writing financial reports
  • Experience working for a humanitarian aid organisation
  • Understanding of application accounting standards and practices.
