Administrative and Finance Assistant

The ILO Office in Vietnam invites applications from Vietnamese nationals for the positions below:

Administrative and Finance Assistant  , ILO Country Office for Viet Nam (GS5)

The ILO Country Office for Vietnam is implementing a programme entitled Developing and Implementing a New Industrial Relations Framework in respect of the ILO Declaration on Fundamental Principles and Rights at Work (“NIRF/FPRW Programme”). The aim of the programme is to assist Vietnam to reform and improve the legal and institutional framework relating to industrial relations consistent with the 1998 ILO Declaration on Fundamental Principles and Rights at Work. This programme has been established in the context of providing technical support for the implementation of labour commitments arising from new generation free trade agreements such as the EU- Vietnam Free Trade Agreement.

The Administrative and Finance Assistant will report to the Programme Manager of the NIRF/FPRW Programme and will work in close collaboration with the NIRF/FPRW team and other staff members in the Country Office. The incumbent will also be required to maintain a close working relationship with the ILO Regional Office for Asia and ILO Headquarters

The position is based in Hanoi, at the grade of GS5 (UN Salary Scale).

Qualification requirements:

Education: Completion of secondary school education, supplemented by technical level courses in a field related to programme support.

Experience: Five years of progressively responsible financial, clerical or administrative work (of which at least one year in project or programme support activities). Previous experience working in a development context would be an advantage.

Languages: Excellent command of oral and written English and Vietnamese languages. 

Competencies: Good knowledge of the financial and administrative principles and practices. Good administrative skills to provide administrative support. Knowledge of accounting and finance procedures and ability to maintain financial records and prepare clerical reports and statements accurately.  Ability to prepare preliminary reports and to draft correspondence. Ability to translate and interpret (VN-ENG-VN). Excellent organisational skills. Attention to detail. Ability to communicate effectively both orally and in writing. Good computer skills including use of standard office applications. Ability to work on own initiative as well as a member of a team. Excellent time management skills.

Knowledge of in-house procedures for the preparation of documents and administrative forms, and for the use of filing systems will be considered an advantage.
