ADMINISTRATIVE AND FINANCIAL OFFICER

SOCODEVI, the Société de coopération pour le développement international, is a network of cooperatives and mutuals that share technical expertise and know-how with partners in developing countries in order to create, protect and distribute wealth. SOCODEVI is a Canadian not-for-profit corporation for international development established in Vietnam since 2002.

The Vietnam Cooperative Development Project is a newly Project managed by SOCODEVI and financed by the Department of Foreign Affairs, Trade and Development (DFATD) of Canada. The main goal of the Project is to support the transformation of the Vietnamese Cooperative sector in order to improve its competitiveness and contribution to sustainable and equitable economic growth and to household-level livelihood conditions.

WORKING PLACE: Ho Chi Minh City, Vietnam

DURATION: As on May 2015, project duration is of 5 years

SUMMARY:

Under the supervision of the Project Director, provide operational and administrative support with regards to project management, administration of contracts, coordination and logistic. The Administrative and Financial Officer will be assigned the supervision of accountant, interpreter/translator and secretary/receptionist in accordance with project policies and procedures. He/she will participate in planning and developing systems and procedures to improve the operating quality and efficiency of the Project, as well as looking at the appropriate use of financial resources and performs related duties.

GENERAL DUTIES:

1.Assists the Project Director regarding human resources, financial and material management of the project in order to efficiently reach the expected results;
2.Contributes to the drawing up of annual work plans and budgets as well as annual report;
3.Plans, directs, and coordinates the work of the administrative/financial team of the project under his/her responsibilities;
4.Participates in the organization and logistics of the short term assignments carried out by Canadian and Vietnamese staff;
5.Participates in the Project Administrative Manual drawing up and enforcement;
6.Supervises staff in accordance with national legislations, SOCODEVI's policies and procedures.
7.Looks after project compliance with Vietnamese laws and rules and liaises with competent authorities;
8.Makes sure that all contracting, hiring and the purchases of equipment, materials and services are in conformity with the administrative procedures.
9.Monitors, controls and submits monthly financial report, treasury forecast and gets approved all expenditures.
10.Monitors and controls a variety of detailed accounting, statistical, and narrative financial statements or reports requiring analysis and interpretation; and works closely with SOCODEVI head office.
11.Deals with the financial institutions and state agencies.
12.Analyzes and documents problems and implements solutions to enhance efficiencies.
13.Assist the Project Director in developing and maintaining relations with donors, government authorities and projects which could contribute to the attainment of the project results

KNOWLEDGE AND SKILL REQUIREMENTS:

  • Bachelor or master degree in business management, project management or accountancy;
  • Minimum of 7 years of experience in administrative and financial management of international development project
  • Experience in planning, management and budgeting
  • Excellent knowledge and skills of national laws and regulations regarding labor, tax and others
  • Excellent knowledge and skills of technology information (Windows Office, internet, others)
  • Excellent knowledge and skills in English communication and writing, French will be an asset.
