Administrative Officer

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.

We have been working with our partners in Viet Nam since 1993 and are currently active in three main fields of cooperation: 1) Sustainable Economic Development and Vocational Training; 2) Environmental Policy, Natural Resources and Urban Development; and 3) Health.

We run projects commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). We also cooperate with the Australian Agency for International Development (AusAID), the European Union (EU) and KfW Entwicklungsbank.

The Vietnamese – German cooperation project “Macroeconomic Reforms Programme” aims to contribute to development and macroeconomic stability of the Vietnamese economy. The Programme works with the partner institutions Central Institute for Economic Management/MPI; Ministry of Finance; and State Bank of Vietnam. The project is seeking a qualified and experienced Vietnamese national for the position of:

Administrative Officer
Duty Station: Hanoi
Expected start: May 15th, 2013

- Providing administrative support to the program component 1: Economic and Social Policy
- Coordinating the administration between the components and making sure the administration is consistent and coherent between components
- Meeting the administrative requirements of the GIZ country office independently with minimum input and supervision
- Supervision of the auxiliary staff in the office of component 1 and program office
- Making sure that financial and administrative requirements are met for component 1 and the program as a whole
- Coordinating administrative and financial activities that concern the program as a whole, e.g. external audits.
- Manages all communications and duty travel of project staff (also Visa applications for intern. staff)
- Processes and files project documents and papers
- Manages the logistics and maintenance of all project equipment
- Manages accounting, contract and procurement 
- Prepares reports on accounts and project expenditure
- Ensures close cooperation and communication with Vietnamese partner institutions

Qualifications and skills required

- University degree
- At least 3 years of working experience in office administration & finance management; work experience in international environment is an asset
- Proficiency with Windows and Ms Office and at least one statistical package
- Good command of English; knowledge of German languages is an asset
- Ability to work independently and in an international and cultural diverse team
- Good communication and cooperation skills, especially with the Vietnamese counterpart organisations at all project implementation levels
- Meet deadlines, work under time pressure and occasionally oblige to irregular and long working hours
- Dynamic and self-motivated character
- Experience with similar position in other development cooperation project/programmes is an asset.
