The GIZ Energy Support Programme is working with the Ministry of Industry and Trade (MOIT) on the development of the energy sector in Viet Nam. The current technological focus is on solar power, wind power, bioenergy, energy access and energy efficiency and smart grid.

The Energy Support Programme (ESP) is looking for a qualified candidate to fill the following position:

Administrative Specialist/ Finance “ESP”
Duty station: Hanoi, Vietnam
Duration: ASAP until 31.01.2025 with the possible extension

Main responsibilities:

  • Implementation and monitoring of the financial accounting system such as budget preparation and monitoring, cash flow forecasting and monitoring, cost monitoring etc. for the assigned project(s) of energy support programme (ESP) in line with GIZ standard procedures;
  • Ensuring that the financial services within the programme are carried out in accordance with GIZ financial and accounting guidelines and with standard procedures for project accounting systems;
  • Effectively coordinating with the technical officers in the various ESP sub-teams as well as with colleagues of the finance section at GIZ country office or finance department at GIZ head office;
  • Ensuring effective and efficient communication and flow of information within the projects/programme;
  • Timesheet monitoring;
  • Support and deputy other Admin Specialist – Finance when required.

Minimum requirements:

  • University degree in accounting, financial management (equivalent to BA or MBA).
  • At least 3-5 years’ professional experience in a comparable position. Experience in financial management of development projects is preferred.
  • Good working knowledge of IT technologies (related accounting softwares including SAP and WINPACC is a must, phone, email, Internet etc.) and computer applications (e.g. MS Office).
  • Experience in bookkeeping and budgeting of development projects fundeded by international donors.
  • Must be able to carry out responsibilities and communicate in English.
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
