Advocacy Specialist; Program Finance Officer

CARE International is inviting Vietnamese experts to submit expressions of interest to join our team (Non-Vietnamese applications won’t be reviewed).  We are looking for candidates for following positions:

  • 01 Advocacy Specialist (Category 4, one year contract with potential for extension)
  • 01 Program Finance Officer (Category 5, eight month contract)

POSITION INFORMATION

1. Advocacy Specialist position

The Advocacy Specialist is responsible for contributing to the implementation of CARE Vietnam’s advocacy work to advance CVN’s programs goals relating to the two long-term programs: 1) Socially Marginalised People, and 2) Remote Ethnic Minority Women.

KEY RESPONSIBILITIES AND CONTRIBUTIONS

Promotion of CARE International in Viet Nam’s Strategies, Program Goals and Priorities:

  • Implement advocacy initiatives to promote gender equality and women empowerment through program goals, strategies and approaches.
  • Actively support organizational initiatives to ensure that CARE International in Vietnam (CVN) aligns with and supports CARE’s overall commitment to gender equality and women’s empowerment within the organization as well as in projects.

Program Planning, Development and Quality Assurance:

  • Support the Advocacy Advisor to conduct policy analyses and update them periodically for effective program development, planning, management and advocacy.
  • Work with the Advocacy Advisor to provide technical support to ensure advocacy work is adequately reflected in work plans, activities, indicators and targets, and well coordinated during implementation and monitoring.
  • Provide support to ensure that work plans include indicators and targets to measure achievement of CARE International in Viet Nam’s advocacy undertakings.

Knowledge Management

  • Support effective knowledge management through contributing to key technical documents and reports, sharing good practice, lessons learned, and knowledge and or information exchange.
  • Communication, Collaboration, Networking and Partnership
  • Implement advocacy capacity building and learning activities to support managers and staff.
  • Work with external partners including private sector to exchange information, experience and courses of action to support capacity development, relationship building and collaboration on advocacy. Work with the Advocacy Advisor to provide technical support to partners to build advocacy capacity

2. Program Finance Officer position

As part of the CARE finance team, the Position undertakes and completes the financial tasks deem necessary to ensure all CARE’s transactions meeting internal and external rules and regulations.

KEY RESPONSIBILITIES AND CONTRIBUTIONS

  • Support program staff in developing budget for new proposals
  • Closely monitor project budget against flexibility level (as per IPIA)  and timely inform Portfolio Managers/Finance Team Leader for follow up actions
  • Undertake a thorough look of projects transactions and make sure the description and coding is correct. Undertake validity of Payment voucher and supporting documents.
  • Make adjustment JV based on instruction from PM, or upon reviewing the reports, or from errors generated from system before month-end closing.
  • Prepare monthly expenditure report within 2 working days from the book closing date. Meet financial reporting needs as required by management and per IPIA.
  • Have improved understanding of CARE financial guidelines related to procurement, cost norms, taxation and payments etc and ensure compliance of all financial guideline, policies and procedure COFM, donor, local law when applicable.
  • Perform regular internal audit visit to field offices for review of internal control system, accounting books, financial vouchers...
  • Coordinate and support the internal, external and donor audit process. Follow up on all audit findings and recommendation with relevant staff and alert Finance Team Leader if any potential issues.
  • Support Portfolio Managers in CWP preparation and ensure CWP is updated regularly.
  • Provide finance orientation to the new staff and design capacity building/ refreshment package
