FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment; combatting trafficking in persons; COVID-19; tuberculosis case finding and treatment; clinical research; anti-microbial resistance; health system strengthening; non-communicable diseases; maternal and child health and nutrition; and diagnostic and laboratory services.
We are currently seeking qualified and highly motivated Vietnamese candidates to fill in the Animal Health Project Officer position for the Fleming Fund Country Grant for Vietnam - Tackling Antimicrobial Resistance in Vietnam, based at the Department of Animal Health (DAH) – Ministry of Agriculture and Rural Development (MARD), Hanoi, Vietnam.
Pr?ject Description:
FHI 360 seeks a Animal Health Project Officer for the Fleming Fund Country Grant for Vietnam - Tackling Antimicrobial Resistance in Vietnam (FFP-VN). The Country Grant will address critical gaps in surveillance of antibiotic resistant bacteria in Vietnam. This grant will support implementation of national plans for antimicrobial resistance (AMR) surveillance and will focus on selected number of AMR surveillance sites in the animal health (AH) sector. We will work closely with local entities that are already involved in AMR/AMU surveillance, oversight and improvement activities, local and national Technical Working Groups, national and regional reference laboratories for animal health, other government and national and international non-government stakeholders, and Mott MacDonald - the Fleming Fund Management Agent.
Job Summary / Responsibilities:
This position will utilize his/her efforts and competencies in administration, operations, and technical skills to support the FF technical project staff in specific responsibilities as follows:
- Support and coordinate with the Fleming Fund Project Lead, Senior Animal Health Specialist, and staff in the implementation of daily activities and AMR activities for the FFP-VN project.
- Serve as FHI 360 AMR coordinator assistant and liaison with the technical staff within MARD AMR unit, The Department of Animal Health (DAH). Communicate with the Project Lead, Senior Animal Health Specialist, and the project staff about the challenges and needs to support the DAH during daily implementation and coordination of AMR/AMU activities,
- Support Project Lead, Senior Animal Health Specialist, and the project staff organizing meetings, workshops, seminars, and training conducted by Fleming Fund Project in collaboration with DAH and the Coordination Unit.
- Provide assistance to the technical staff within DAH/MARD AMR unit so that the unit can support the national AMR committee in establishing/ a functional One Health and AMR/AMU TWG. Provide support to conduct relevant TWG meetings, helps in meeting minute writing, and document findings and recommendations from the project activities with the DAH/MARD;
- Work closely with other government and non-governmental stakeholders to collaborate for the planning and implementation of AH AMR/AMU activities on a daily basis;
- Monitor the progress of FF VN country grant-funded AMR activities carried out in collaboration with DAH/MARD as stipulated by the work plan and establish systems to help the FFP-VN to monitor the budget, finance, and administration against the work plan;
- Assist the FFP-VN team in developing AMR advocacy materials such as policy briefs and fact sheets for different stakeholders as needed and obtaining comments from DAH/MARD technical staff and leaders;
- Other duties as requested.
Qualifications:
- Degree in international development, animal health, social science, business, economics, marketing, or related field preferred;
- At least 3 years of experience in animal health or a related area. Experienced working in/with the Government of Vietnam’s agencies desirable;
- AMR/AMU and disease surveillance and other relevant animal health programs (strongly preferred)
- Knowledge of project planning, implementation, and evaluation principles, practices, and procedures.
- Proven ability to pre-plan critical actions, and carry out actions in an efficient and timely manner
- Good ability to communicate and coordinate with government, national, and international non-government stakeholders;
- Ability to work with minimum supervision
- Must be able to read, write, and speak fluent English;
- Proficiency in Microsoft Office.
