Vacancies at Hue EIP- Hue City Water Environment Improvement Project (Black & Veatch International)

Hue EIP is an ODA-funded project by the Government of Japan and is being implemented to renovate and improve drainage systems and wastewater treatment of Hue City.

In the context of its implementation of the Hue City Water Environment Improvement Project (Hue EIP), Black & Veatch International is recruiting 4 Assistants to Deputy Project Managers for the Project. These positions are accountable to the Project Manager.

Responsibilities:

  • Assisting the DPM’s with site supervision of Gravity Sewerage and Pressure Mains Contract
  • Undertaking Interim and Final Measurements, cost estimations and cost projections. Contract Based on FIDIC Red Book.
  • Assisting with the management of the Construction Inspectors and interfacing between International and Local Staff
  • Maintaining full records and reporting to the Project Manager

Key duties:

Assistants to Deputy Project Managers will be responsible for:

1. Monitor actual progress against program and advise any delay or potential delay within the Contract Package.
2. Ensure that effective and efficient communication is maintained between International and Local staff.
3. Assist the DPM with the review the Contractor’s working drawings, temporary works proposals and construction methods and makes recommendations to the PMU as appropriate.
4. Assist the DPM with providing guidelines for critical technical issues and in accordance with the site conditions, revising, supplementing and adjusting these as appropriate.
5. Ensure that each Construction Inspector strictly follows the requirements of the Contract and the procedures outlined in this Site Supervision Manual.
6. Ensure that a uniform and consistently high quality standard of inspections is performed by the Construction Inspectors throughout each Contract Package.
7. Advise the DPM on temporary works and the appropriate action whenever these appear unsafe or might adversely affect the integrity of the permanent works.
8. Ensure that the Contractor has all the information he requires and informs the Project Manager of all requests from the Contractor for additional information.
9. Ensure that adequate and comprehensive site diaries are maintained by the Civil Inspectors.
10. Ensure that a consistent, uniform and high quality of site inspection is performed by the Construction Inspectors.
11. Prepare and submit monthly progress reports to the Project Manager and prepare periodic reports as required by the Contract and the PMU.
12. Assists the DPM with the review of the Contractor’s Monthly Progress Reports to ensure that these correctly reflect the status of the work and issues or potential claims.
13. Participate in the Monthly Progress Meetings. Coordinate other meetings with the PMU and the Contractor as necessary.
14. Liaise with Contractor’s site supervision staff and identify issues that require coordination
15. Verify the correctness of the assessment of work completed each month by the Contractor.  This is then to be passed to the respective DPM for review and processing.
16. Support the DPMs in establishing rates for extra and varied works and the assessment of any claims submitted by the Contractor in order for the PM to submit for the PMU’s approval.
17. Support the PMU in acceptance of part or the whole of the Works with the participation of the Consultant’s site supervision staff, design staff, the Contractor and the Equipment  Supplier (if any). 
18. Ensure that “as-built” drawings are maintained as the work progresses.
19. Assist with all necessary documentation for the support of the Final Account from the Contractor.
20. Liaise and maintain good relations with the public, outside authorities, statutory undertakers and any other affected parties.
21. Must have good English writing and speaking skills.

Academic Qualifications:

  • University Degree in Sewerage/Pipeline/Measurement. Relevant certificates are required.
  • Good written and spoken English and Vietnamese skills
  • At least three years of professional and field experiences in the relevant fields

Expected Start Date of Assignment:  as soon as possible

Work location: Hue City

Duration:  12 months with possibility of extension.
