Oxfam Novib is currently looking for an Associate Country Director, based in Hanoi, Vietnam

Purpose of the function

This is a combination of 2 part-time jobs both with different tasks and responsibilities:

The Associate Country Director (ACD) is responsible for the delivery of Oxfam Novib contribution of the Vietnam country strategy. Also the human resource management of the field office staff implementing Oxfam Novib’s program is an important task. The Associate Country Director (ACD) of Oxfam Novib reports to the Country Director Vietnam and is a member of the Oxfam County Leadership Team (CLT).

The Programme Officer (further) refines and implements part of the organisations country policy and the one programme approach in close co-operation with the local partners and the other Oxfams.
The job title of the role will be Associate Country Director

Main tasks 

- You monitor the progress of the program strategy and approach including (the planning of) the evaluation and learning aspects. You also contribute to the development, implementation and monitoring of the annual contract, in co-operation with (inter)national organisations, in such a way that our strategic partner portfolio will develop and you will coordinate the communication around this. You inform the Country Director of any risks and/or changes that may affect progress.

- As a member of the Country leadership team (CLT), you work with others to bring leadership and strategic direction to the Oxfam country programme, whilst also representing Oxfam Novib

- You will ensure that all media and advocacy statements are signed off by the Country Director prior to publication.

- You submit proposals in the area of approvals, spending, specified by counterpart and theme. This includes that you are responsible for the identification, development and management of the portfolio of local partners and projects. You also provide the appraisal of reports and registration in our administrative system.

- You develop and manage donor and partnership contracts for the direct program work managed by Oxfam Novib.

- You ensure adherence of the Oxfam Novib programme to Oxfam policies and standards for program, program management, finance and HR.

- You ensure adherence to the Oxfam code of conduct, security guidelines and health & safety

- You are responsible for the Oxfam Novib part of the country fundraising strategy, coordinates the fundraising opportunities as part of the Country Leadership Team.

- You signal opportunities for local co-operation and (back-donor) financing that contributes to the goals of Oxfam (Novib) and you will develop and maintain partnerships. This includes the development and implementation of projects and programmes that (potential) back-donors could finance.

- After consultation with and with input from the regional manager, to coordinate and ensure the delivery of the information and input needed for the different HQ departments.

- You are HR responsible for the (implementing) Oxfam Novib staff in the Vietnam, which means that you manage the staff on a day to day to basis. This includes having work meetings, doing the yearly performance interviews, co-ordinating and advising on the recruitment and selection.

- You initiate and facilitate activities concerning knowledge & information management with local partners to strengthen the effectiveness and implementation of programmes and lessons learned.

- You facilitate the network between partners and relevant external actors like knowledge institutes, and initiate and facilitate reports and any publications in this area.

- You are responsible for identifying, organising, facilitating and if needed monitoring of the capacity building processes for partners on your specific theme.

You have

- management experience in leading the development and ensuring the delivery, of programme strategy, either through partners or directly, in one or more challenging locations;

- proven analytical skills and ability to think strategically, including the ability to think beyond the country programme context and to act within a regional and global framework;

- experience in representing an organisation with partners, government agencies, private sector organisations, and donors at senior level: locally, regionally and globally;

- experience in policy and advocacy work at local, national and international levels;

- excellent research, analysis and report writing skills;

- proven ability to communicate with a wide range of actors and audiences;

- the ability to build relationships with a variety of stakeholders at a number of different levels

- financial management skills to steer the operational budget;

- excellent written and verbal communication skills to motivate, influence, and negotiate;

- excellent communication skills in English.

A competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Indicative salary range: € 32,700 - € 47,100 - net per annum.
