Overview

The position is assigned in the Viet Nam Resident Mission (VRM) within the Southeast Asia Department (SERD). SERD is responsible for maintaining client relations and delivering ADB assistance to countries in the Southeast Asian region. VRM is responsible for country partnership strategy, policy dialogue and client relationship, business development, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in Viet Nam.

Job Purpose

The Associate Project Analyst will provide analytical and operational support for the processing and implementation of loan/grant projects and technical assistance (TA) funded by ADB, and will contribute to portfolio management, and knowledge sharing.  The incumbent will report to designated International staff and senior National staff. 

Responsibilities

  • Provides support to project and TA processing missions; assists project team in drafting project administration and implementation documents following ADB’s guidelines; provides support for undertaking policy dialogue with government on sector policy and institutional aspects.
  • Monitors progress of loan/grant/TA implementation; updates and maintains ADB’s computer-based systems for project administration, performance tracking, public disclosure, etc.; reviews procurement and consulting services related documents for compliance with ADB’s policies and guidelines; participates in review missions and prepares inputs to mission documents and outputs; and drafts routine fax and email communication to the project government counterpart agencies.
  • In the assigned sector or work area, compiles statistical data on loans/grants/TAs and prepares inputs to reports; consolidates periodic reports on the performance of the project portfolio and carries out analysis of such reports to identify issues for the attention of the concerned Project Officer and Head of Project Administration Unit; and participates and contributes to country portfolio reviews.
  • Assists with the review of procurement/consultant recruitment documentation submitted by executing agencies; and identifies and proposes solutions to problems encountered in the course of reviews following ADB’s procurement policies.
  • Assists in preparing briefing notes and presentation materials for workshops, conferences, meetings, and seminars; compiles materials for coordination activities among development partners; and acts as the first-line of information for the resident mission on handling requests from government agencies and others for data and status reports on ADB assisted projects.
  • Performs any other duties as required and reflected in the incumbent’s workplan.

Qualifications

Relevant Experience & Requirements

  • Bachelor’s degree in engineering, economics, business administration, or relevant fields
  • At least of 5 years of relevant professional experience in processing and administering of projects, reviewing procurement documents, and recruiting consultants in development institutions, government or private sector
  • Excellent written and verbal communication skills in English
  • Proficient in spreadsheets and database management
  • Proven ability to work independently on assigned transactions, areas of analysis and research, which have well-defined scope and steps
  • Able to liaise and work effectively with government officials within own work location and with colleagues throughout ADB

General Considerations

The selected candidate is appointed for a special fixed term of 2 years.
