POSITION OVERVIEW

As an Associate RM&E, s/he will support the RtR Viet Nam Country research monitoring and evaluation Lead/Manager (RM&EO) in planning, monitoring and reporting RtR programs such as Girls’ Education Program (GEP), Literacy Program (LP): School Library (SL), Quality Reading Materials (QRM). S/he will also be responsible for supporting and maintaining the Global Solutions Database (GSD), a project database, involving the program teams of RtR Viet Nam.

The position will report directly to the RM&E Lead/Manager and will have regular interactions with program staff.

ROLES AND RESPONSIBILITIES

  • In collaboration with the RtR VN RM&E Lead/Manager design, implement and analyze Data Quality Monitoring (DQM) activities for all of Room to Read’s programs.
  • Conduct survey, research for programs with assigned by RM&E Lead/Manager.
  • Synthesize, analyze data and write concise report after field visits. Report will include:
    • Identify key issues around program quality and links between monitoring and evaluation and quality assurance and improvement.
    • Recommend improvements to RM&E Lead/Manager to more efficiently and effectively manage each program based on M&E findings.
  • Travel regularly throughout the year in project sites to oversee the implementation of our RM&E work, and verification of data related to Global Indicators (GIs).
  • Monthly checking in GSD:
    • To ensure data is entered on time.
    • Checking of quality and completeness to ensure School Library and GEP GIs collection.
    • Working with program team to verify data, and generate quarterly report in GSD for RM&E Lead/Manager for data analysis and project status.
  • Other tasks when assigned.

QUALIFICATIONS

Required:

  • University/college background, having knowledge or holding degree on related field, i.e. education, development
  • At least 3 year experiences working in the development organizations
  • Proven skills in technical or monitoring provision
  • Good communication both in Vietnamese and English
  • Good practice in Microsoft Word: WinWord, Excel, PowerPoint, etc.
  • Professional working style
  • Open-minded, sympathetic and non-criticized behavior
  • Have abilities of working independently and under high pressure with result-oriented principle
  • Able to travel as required
  • Proven technical competence in research and monitoring and evaluation methods
  • Have an analytical skills
  • Prior experience living and/or working in rural areas
  • Good knowledge and understanding of education issues, including community involvement in schools
